The Vendor is required to provide benefit consulting and administrative services for employee benefit related programs, to assist in the compliance with federal and state laws, assist the city in the benefit request proposal processes, and to assist in the administration of city wide benefit programs.
- The City also has approximately 123 retirees enrolled in life insurance and 57 retirees enrolled in healthcare through our plans.
- The employee population fluctuates significantly in the on and off seasons due to temporary and seasonal hires.
- The current benefit package contains medical, stop-loss, dental, vision, flexible-spending, health savings account (HSA), health reimbursement account (HRA), hospital, critical illness, and accident supplemental, long-term disability, short-term disability, basic life and AD&D, voluntary life, legal shield and ID theft protection, employee assistance program, and care services.
- There may be exceptions for new plans created and offered in the future.
- Provide counsel, advice and recommendations about benefit design, plan provisions, offerings, and programs provided to eligible employees, retirees, and eligible dependents, including both self-insured and fully-insured products and services on an ongoing basis.
- Provide the City with general guidance, information and advice on new developments, emerging trends, innovations and/or legislative changes affecting the delivery of employee benefits, including changes in the local and national marketplace, ACA compliance and reporting assistance, and compliance with laws and regulations both local and federal related to employee benefits.
- Provide high-level customer service and day-to-day consulting services. The consultant is expected to demonstrate innovative and creative thinking, to actively and assertively seek opportunities, and to share those ideas with the City as appropriate in relation to the City’s goals and objectives.
- Assist with annual open enrollment including creating guidebooks, presentations, and resources. Presenting at educational meetings, well-being fair, and as needed.
- Provide and assist with education for benefits staff and benefits committees to include pilot programs and union contract obligations.
