The vendor required to provide emergency medical service (EMS) has an ALS intercept service and the ability to have emergency ambulance transports for or a third-party billing service to maximize efficiency and quick return for services rendered.
- Debt collection:
• EMS realizes that most third-party billing service providers work with certain collection services.
• Emergency services will enter into an agreement with the awarded provider’s recommended collection service as long as it is in the best financial interest of department to do so.
- Requirements:
• Effectively and efficiently implement a system of ambulance billing providing exceptional customer service which shall enable the county to maximize the highest level of revenue reimbursement for its EMS service.
• The county uses EMS charts as electronic charting for patient care and proposed vendor’s service shall provide service as the same.
- Provide the following services:
• Transfer of data and startup
• Billing, accounting and customer service experience
• Professional references
• The typical fee structures
• Samples of daily, monthly, and annual reports
• Work flow procedure
• Hardware and software used to perform EMS billing and electronic filing capability
• Internal controls in place to ensure maximum reimbursement
• System flexibility to capture data requested by the county
• Procedures used for over-due and denied accounts
• Customer service
• Patient bills and statements, as well as a flow process of how the vendor bills, whether through the insurance company and the patient, are managed
• Delinquent collection procedures
• List of debt collection providers pertaining to this service contract
• Process for refunds or adjustments
• Reconciliation reports and capabilities
• Record retention
• information security policy
• Explanation of responsibilities remaining with the county
• Time line for implementation
• The ability to provide estimated forecasts to the county in its budget preparation
• Concluding statement as to why your company is best qualified to meet the needs of the county.
