The vendor is required to provide that emergency transportation management services for emergency evacuations in support of a natural or man-made disaster
- The SOC is a multi-agency coordination center to coordinate support to local jurisdictions
- Natural or man-made disasters have the potential to occur at any time throughout the state and may require a significant segment of the population to be evacuated from threatened or impacted area.
- The supplier will provide a management team 2 personnel for day shift with option for 1 over 2nd shift, if night shift is determined necessary) that will facilitate transportation coordination for the state operation center (SOC).
- The management team will have the following responsibilities:
• The state operation center when requested, after agency and homeland security deputy director for emergency management approved the activation of the transportation management supplier to coordinate the transportation of the evacuation of people with functional and medical needs, patients from healthcare facilities as well as residents from long term healthcare facilities.
• Coordinate transportation assets with other providers, including ambulances, paratransit, motor coaches, etc.
• Assist the department of public health (DPH) emergency support function 8 (ESF 8) with the evaluation and vehicle assignment process based on resident and patient acuity level, including but not limited to ground or air ambulance, non-emergency transport, specialty transport vehicles or motor coach
coordinate and support DPH with the patient tracking system during the evacuation of hospitals and other medical facilities
• Use WebEOC evacuation data to develop evacuation plans, to include determining staging areas for use if deemed necessary by the scope of the emergency, number of pick-up points that must be served and drop off points
• Evacuation planning and operational support will be for the functional and medical needs population as well as the general population, healthcare facility patients, long term healthcare facility residents and specialty teams/taskforces as needed.
• Work with appropriate agency and Homeland Security emergency support function (ESF) to activate vehicle contract(s), if needed.
• Validate supplier’s communication plan (cell phone at a minimum) with driver/vehicles
ensure an adequate number of drivers/vehicles are available to keep the fleet continually operational throughout the period of evacuation operations.
• Includes the documentation on mechanical and logistics self-sufficiency
• Agency and Homeland Security finance will require support from the identified supplier in providing data and confirming transportation services to facilitate reporting of emergency transportation, to substantiate proof of evacuation and validate invoicing.
• Including but not limited to coordinating EMS support to the state re-entry teams and transportation support to patient/residents returns to the original facilities.
• Supplier to coordinate transportation or single resource assets to specialty teams, taskforces and events.
