Outsourced Transportation Services

The vendor required to provide comprehensive, safe, reliable, timely and efficient student transportation services for daily home-to-school operations and school-related activities.
- Transportation operations overview
•    25 daily bus routes supported by a fleet of 36 total buses
•    Three (3) types of buses are in operation:
o    Transit-style buses (flat nose) with an 84-student capacity
o    Special education buses with a 21-student capacity
•    All buses are required to be parked at the school district bus yard at the end of each service day in accordance with neighborhood agreements, except when vehicles are undergoing authorized maintenance or repairs. 
•    Approximately 2,150 students transported daily across morning and afternoon routes combined • regular education routes average 68 miles of travel per bus per day 
•    The school district utilizes district-owned school buses state-wide to transport students to athletic events, band and extracurricular trips and academic field trips. 
•    The school district maintains an average on-time arrival rate of 98.9% (excluding delays caused by traffic congestion, construction or road closures). 
•    The school district currently has over 30 bus drivers transporting students. 
•    Each middle school requires two activity bus routes to cover all areas of the school district. 
•    All bus drivers are CPR and first aid certified
- Transportation software
1. Routing software:
•    Offerors are required to provide transportation system software, compatible with Edu point (synergy) student information systems software, which handles school bus routing for those who develop school bus schedules, map out routes, plan district boundaries and respond to ongoing changes in schedules and student population. 
•    The software must allow for the sharing of school bus information online with the school district. 
•    Offeror is responsible for the import of data to their routing software. 
•    The school district uses Zonar for GPS tracking.
2. Inspection software: 
•    Provide multi-functional mobile devices (e.g., tablets) that are preloaded with a digital inspection checklist and possess the capability to read and transmit student identification card data on the buses to the central server.
3. Schools interoperability framework (SIF) compliancy: 
•    Sif is an industry initiative that developed an open technical specification enabling different applications within a school district to interact and share data. 
•    The scheduling software needs to be SIF compliant by conforming to SIF specifications. 
•    The school district currently utilizes versa trans (version 14) e-link system.
- Radios and bus cameras
•    The school district has equipped all buses with radios; however, the school district’s transportation center does not come with a base station. 
•    The offeror will be responsible for securing both the base station and the monthly fees, if any, for the use of airtime, and will be located in the school district’s transportation center. 
•    Offeror is responsible for maintaining the complete system. 
•    The current school district transportation provider uses action communications.
