The Vendor is required to provide for a 911 Emergency Medical Service (EMS) transport provider to service the Department.
- Provide for the provision of Advanced Life Support (ALS)/Basic Life Support (BLS) transport service for 911 emergency and 911 non-emergency calls within the service area.
- Provide a 911 ambulance service with advanced life support transport service to provide a fully integrated, high performance EMS transportation delivery system that provides ambulance response, pre-hospital care, and transportation to medical facilities, Mobile Integrated Healthcare and related services within the Response Area.
- The primary goal is to provide high quality, efficient, and effective patient care and transport to residents and visitors to the City.
- The dedicated 911 transport ambulances will not be utilized for non-emergency, inter-facility, or any other purpose outside of response to 911 emergency or 911 non-emergency calls for service.
- The number of dedicated 911 transport ambulances may be adjusted by adding additional units during peak hours, or on a twenty-four (24) hours per day, seven (7) days a week schedule to meet the needs of the response area after approval from the Fire Chief / designee.
- May deploy a Basic Life Support (BLS) ambulance when specifically authorized by the City and only when dispatched for calls designated as BLS-level by the authorized dispatch agency; however, the availability or use of a BLS ambulance shall not relieve the Contractor of its obligation to meet all minimum ALS response requirements set forth in this Agreement, including response time standards and system coverage requirements.
- The system status deployment plan should include:
• 24-hour system status management strategies
• Mechanisms to meet the demand for emergency ambulance response during peak periods, or unexpected periods of unusual high call volume, including disasters and other surge events.
• Include a process that identifies how additional ambulance hours will be added by the contractor if the response time performance standard is not met.
• A map identifying proposed ambulance station(s) and/or post locations within the geographic zones of the response area as indicated in this proposal.
• Work force necessary to fully staff ambulances identified in the deployment plans.
• Description of use of on-call crews.
• Ambulance shifts and criteria to be used in determining shift length.
• Use of mandatory overtime requirements.
• Any other strategies to enhance system performance and/or efficiency through improved deployment/redeployment practices.
