The vendor is required to provider to administer an employee assistance plan (EAP) for its employees and eligible dependents.

- A full range of municipal services, including police and fire protection, municipal courts, street maintenance, traffic control, parks, financial services, human resources, grant management, and information technology.
- The city operates essential utilities and community amenities, including water and wastewater services, solid waste collection, drainage utilities, golf courses, transportation services, and a zoo.
- The city offers benefits to an estimated 1,500 full time employees that work 30 hours or more.
- The city also offers benefits to pre-65 retirees that have retired from the city.
