The vendor is required to provide from qualified vendors conduct a comprehensive community risk assessment (CRA), standards of cover (SOC) analysis, unit location and deployment study, and develop a strategic plan, indicated herein.
- A formal presentation of the project reports shall be made by the county and the consultant team members to the county board of commissioners, at a public meeting, and shall include the following:
• A summary of the nature of the report, the methods of analysis, the primary findings, and critical recommendations.
• Supportive audio‐visual presentation.
• Review and explanation of primary supportive charts, graphs, diagrams, and maps, where appropriate. • Opportunity for questions and answers, as needed.
• All presentation materials, files, graphics, and written material will be provided to the county two weeks prior to the presentation, in electronic form.
- The consultant shall work with the management team, and other pertinent county staff and community leaders, to develop a methodology that will allow the department to continually measure future performance.
- This methodology shall include, but not necessarily be limited to:
• Records management systems (RMS) usage policies
• Assignment of oversight responsibilities
• Schedule of assessments
• Review requirements
• County adopted metrics
- Community risk assessment (CRA):
• Demographic and socio-economic data analysis
• Identification of high-risk occupancy types, critical infrastructure, and vulnerable populations
• Historical fire and emergency medical services incident analysis
• Wildland-urban interface (WUI) risk assessment
- Standards of cover (soc) analysis:
• Evaluation of current response times, call volume trends, and service demand identification of high-risk occupancy types, critical infrastructure, and vulnerable populations
• GIS-based modeling of fire station coverage, response zones, and service gaps
• Assessment of resource distribution, apparatus placement, and staffing efficiency - Unit location and deployment study:
• GIS-based response time simulations for current and potential future station locations
• Analysis of call density, workload distribution, and projected service demand growth
• Recommendations for resource allocation, staffing levels, and apparatus deployment
• Develop and analyze various operational models for providing emergency services with the specific intent of identifying those options that can deliver the optimum levels of service identified in the previous components at the most efficient cost
• Recommendations shall be provided identifying the best long-range strategy for service delivery and the impact of initiating such a strategy.
• Develop long-range options for resource deployment that will improve the department's level of service for the identified performance objectives and targets.
• These should include, but are not necessarily limited to, specific recommendations regarding:
o Any relocation of existing facilities
o General locations of future necessary fire stations
o Selection and deployment of apparatus by type
o Service delivery recommendations, including deployment of operational staffing.
- Strategic plan development:
• Data collection & analysis: reviewing county incident reports, GIS data, department policies, and financials.
• Stakeholder engagement: conducting interviews with county leadership, firefighters, community leaders, and local government officials.
• Site visits & field assessments: evaluating fire stations, equipment, and response operations.
• Comparative benchmarking: using agency, commission, and iso standards to assess department performance.
• Fine tuning of the mission, vision, and values, along with a comprehensive set of goals, objectives, and critical tasks that can be implemented throughout the department.
• Develop tests for a strength, weakness, opportunities and threats analysis to identify positive and less-than-desirable qualities.
