Ambulance Services

The vendor required to provide ambulance services for include:
- Operations staffing
•    Describe process for ensuring sufficient field staff for
o    Five (5) 24/7 advanced life support (ALS) ambulances (currently using a 48/96 schedule)
o    Two (2) 12/7 ALS ambulances
o    One (1) 10/7 basic life support (BLS) ambulance maintaining staffing levels through scheduling for vacations, sick calls, etc.
•    Suggest different schedules if they are advantageous for improved coverage and response times for the county's residents and visitors 
•    Process for activating surge staffing for IFTs, standby events, first responder trainings, and MCIs 
•    Plan for ensuring sufficient supervisors to cover 24/7 within the county and available to respond to calls 
•    Provide an operations manager dedicated to county operations
- Clinical and training
•    Provide a clinical and training manager dedicated to county operations
•    Establish a contracted medical director to oversee field crew continuous quality improvement (CQI) and education
•    Manage county CQI program
•    Monitor key performance indicators (KPIs) by person and as a system
•    Provide on-going training to field crews and first responders to improve KPIs
- Administrative
•    Provide sufficient overhead leadership to support the managers assigned to county
•    Complete patient care reports (PCRS) following EMS policy #620.00
•    Complete billing information with sufficient information within 24 hours of call 
•    Conduct semi-annual system call analysis to recommend optimal unit deployment plan e. employee mental wellness and resiliency 
•    Manage supply, medication, and equipment ordering, prepare work orders, coordinate vehicle needs with fleet services, support equipment maintenance, submit capital purchases to county for approval 
•    Provide reports to the county to track performance and contract adherence in a format approved by the county
- Dispatch
•    Utilize county sheriff communications center for 9-1-1 ambulance requests 
•    Provide dispatch services for interfacility transports (IFT) ambulance requests (e.g., internally, sheriff communications)
- Potential future services
•    Provide staffing for safety cars for behavioral health transfers. 
•    Still, it reserves the right to negotiate with the contractor for these services in the future.
- County-provided services (at no cost to contractor)
•    Ambulances
•    Emergency medical services (EMS) equipment
•    Disposable medical supplies
•    Ambulance stations
•    911 dispatch
•    Office space and equipment for the contractor's staff
•    Information technology
•    Automobile and property insurance
•    Billing services
•    Communication equipment, including vehicle radios and pagers.
