- A consultant with proven expertise and success in website development, user experience (UX) design, and strategic planning.
- The consultant must demonstrate the ability to develop a robust content strategy, site maps, taxonomy and wireframes, and implement advanced features that may include integration of third-party applications, iframes or other embedded content, and external resources to create a comprehensive, interactive platform
- The website will build Decarbonize government program brand equity by educating and informing, as well as encourage awareness, consideration and action related to program initiatives including:
• Energy advising services
• Rebates and incentives
• Low income and disadvantaged communities’ services
• Workforce development
• Building policy collaborative
- The consultant will be responsible for delivering the following:
- Website Strategy and Planning:
• Conduct stakeholder engagement to identify goals, audience needs, and key messaging priorities.
• Develop a comprehensive content strategy tailored to consumer and business audiences, ensuring content is compelling, relevant, and aligned with the sustainability mission.
• Outline a detailed project plan and schedule to guide development.
- User Experience (UX) Design:
• Design an intuitive and engaging user experience that supports seamless navigation for diverse audiences.
• Develop site maps, taxonomy, and wireframes that effectively organize content and enhance usability.
• Ensure design consistency across all pages, adhering to industry best practices for accessibility (e.g., WCAG 2.1 compliance).
- Website Design and Development:
• Create a responsive, visually appealing design optimized for mobile and desktop platforms.
• Build scalable and flexible architecture that allows for future updates and additions.
• Incorporate CMS functionality for agency staff to easily update content.
- Content Integration and Resource Linking:
• Collaborate with agency staff to integrate curated content, multimedia (e.g., videos, infographics), and interactive tools.
• Facilitate integration with third-party applications and tools, including iframing and embedding functionalities, to enhance user engagement.
• Develop a system for seamless linking to external sites and resources, ensuring usability and compliance with best practices.
- Functionality Development:
• Implement interactive features, including planning tools, calculators, event calendars, and user portals for various programs.
• Enable robust search functionality to allow users to quickly find relevant resources.
• Incorporate web forms for lead capture, applications and registrations
• Securely collect and manage personal identification information

- Testing and Launch:

• Oversee the website launch and provide support during the transition period.
- Training and Documentation:
