The Vendor is required to provide a partner agency with a minimum of 10 years of proven experience in the higher education sector, with a strong track record of delivering strategy-driven, customized web solutions that enhance student recruitment, stakeholder engagement, and institutional visibility.
- The selected agency will:
• Design and develop a modern, prospective student-focused website that clearly communicates the college’s mission, values, and offerings. This website will serve as a dynamic digital gateway for prospective students, current students, alumni, faculty, and external stakeholders.
• Translate the college’s distinct identity and narrative into an engaging digital experience, using thoughtful architecture, intuitive navigation, multimedia integration, and brand-aligned messaging.
• Leverage existing conceptual frameworks and branding guidelines developed by university to ensure continuity, consistency, and authenticity in the institution's digital presentation.
• Deliver a high-performing, accessible, mobile-responsive website built on an open-source CMS that empowers non-technical staff to manage content efficiently and effectively.
• Collaborate closely with university stakeholders throughout discovery, design, development, and post-launch phases to ensure alignment with strategic goals and responsive implementation.

- Website Discovery, UX, Design, and Development
• Conduct a user experience (UX) and user interface (UI) discovery that matches the college audience to align the website’s functionality and aesthetics with institutional goals and storytelling.
• Incorporate university core values loyalty, valor, and leadership through storytelling, design motifs, and interactive media.
• Apply UX and UI best practices to deliver an intuitive, accessible, and engaging interface for prospective students, current students, faculty, alumni, and partners.
• Leverage high-quality imagery, video, and branded copy to ensure the site conveys a compelling and cohesive narrative.
• Follow modern development frameworks (html5 or better) ensuring a responsive, fast-loading, secure, and scalable website across all devices and platforms.
• Adhere to WCAG 2.2 accessibility standards, ensuring a fully inclusive digital experience.
- Content Management System (CMS)
• Open-source, modular, and scalable.
• Intuitive and easy to use for non-technical editors, with drag-and-drop functionality and WYSIWYG editing tools.
• Capable of supporting a flexible custom design system, accommodating both current needs and future growth.

- Ownership and Intellectual Property
• Source code, templates, widgets, stylesheets, and scripts.
• Custom modules, plug-ins, and documentation necessary for ongoing deployment and support.
- Mandatory Services
• Provide new, modern web stack – cannot use any existing stack/code or design
• Integrated ADA compliance checker with real-time suggestions.
• Comply with all applicable federal and/or state accessibility laws, rules and/or regulations and applicable web content accessibility guidelines (WCAG) to ensure usability for individuals with disabilities.
• Built-in grammar checker with error-resolution guidance.
• Easy-to-use drag-and-drop content templates for editors with minimal technical background.
• Full access to themes, stylesheets (.CSS), scripts, and core configuration files.
• Three years of maintenance, content updates, and warranty on all custom assets must be included.
• Stakeholder-driven UX and UI workshops, including internal and external users as defined by university.
• Single sign-on (SSO) integration with role-based access and privileges.
• Development using html5 or newer standards. Flash is strictly prohibited.
• Training programs for university staff on CMS usage, content best practices, and accessibility.
