The vendor required to provide website design, development and hosting services for the new website must allow designated staff to contribute, update, and manage content efficiently and effectively.

• Accommodate individuals with disabilities in accordance with the act, specifically fulfilling the requirements of WCAG 2.1 or newer.
• Provide a good user experience across all devices (phone, desktop, tablet, etc.).
• Can be easily updated by port staff including but not limited to adding, removing, and updating content, changing page layouts, and adding pages.
• Accommodate all current website content and functionality including but not limited to the property search tool.
• Provide a draft capability for ease of editing website pages.
• Port staff can create draft pages to return to and edit later.
• Make website content and features accessible via a multitude of browsers.
• Access to the website is not dependent on a specific browser.
• Ensure pages and features are compatible with limited bandwidth access by the public.
• Integrate with page freezer, the port’s current web archiving software, or equivalent system.
• Ensure website content can be previewed before publishing live.
• Create a space for the port to post and publish meeting agendas, regular meetings (calendar, resolution), interlocal agreements, and contracting information.
• Create a search option so the website content is searchable via a search bar on the website.
• Include media center for publication of port news releases.
• Include section for frequently asked questions.
• Allow for port employees to access website analytics.
• The website is sleek and well-designed.
• It is functional and professional.
• It is modern and on par with 2026 design.
