- Provide services to support the research, planning, and design of a usercentered, scalable web framework for organizing and presenting agency content within its existing website environment. These services include user research and stakeholder engagement, content inventory and analysis, development of a web content strategy, information architecture and taxonomy design, and the creation of wireframes and prototypes.
- The work also includes the design and production of an interactive PDF for the Environmental Goals and Policy Report (EGPR).

- Content Migration Support Assist in transitioning content from static documents to web-based formats.
- Content Validation Ensure content aligns with approved strategy, taxonomy, and structure
- Content Entry and Structuring Support formatting and structuring of content within the web framework.
- Wireframe Development Develop modular wireframes representing key page types and layouts.
- Visual Design Strategy Develop a visual design approach that aligns content, functionality, and presentation with user needs and project objectives.
- User Engagement Conduct 3-7 meetings with agency staff and users (individual or group) to gather input on design direction, usability considerations, and content organization.
