RFP Description

The Vendor is required to provide in homeownership counseling, financial literacy and credit counseling, and facilitation of technical assistance for small businesses and entrepreneurs.
- A significant share of County residents are foreign-born, reflecting both local diversity and broader immigration patterns in the region.
- A median household income around the mid-$70,000s, illustrating a relatively strong earnings profile compared with statewide averages, even as income variation persists across communities and income brackets within the County.
- A substantial number of employer establishments and associated employment across sectors such as retail, transportation, health care, professional services, and logistics.
- Continued employment and business growth as reflected in recent employment increases and payroll expansion, pointing toward economic resiliency and opportunity within the County.
- This network of cities contributes to the County’s governance complexity and economic vibrancy, with each municipality fostering local services, business environments, and community development initiatives that align with distinct resident and stakeholder needs.
- Despite sustained population growth, expanding employment opportunities, and a strong base of small businesses and institutions, many County residents and entrepreneurs continue to face structural barriers to long-term financial stability, wealth creation, and economic mobility. Homeownership counseling, financial literacy and credit counseling, and small business technical assistance represent proven, evidence-based strategies for addressing these challenges in a coordinated and cost-effective manner.
- National and regional research consistently shows that structured financial counseling and coaching—particularly when paired with individualized action planning—can improve budgeting behaviors, reduce high-cost debt, and produce measurable improvements in credit outcomes. Federal agencies and research institutions have documented that these services help households stabilize finances, increase savings, and improve readiness for major financial milestones such as homeownership or business investment.
- Research and program evaluations at the national level indicate that management counseling and technical assistance are associated with improved small business survival rates, revenue growth, and employment outcomes. 
- Technical assistance helps entrepreneurs strengthen core business fundamentals, prepare for financing, and navigate complex regulatory and market environments. 
- These outcomes, in turn, support household income stability for business owners and employees, while contributing to vibrant commercial corridors and local tax bases.
- Financial counseling improves credit and cash-flow readiness; homeownership counseling converts readiness into sustainable asset ownership; and small business technical assistance supports income generation, job creation, and community-serving enterprises.
- This shall include reporting on the number of individuals and businesses served, types and duration of services provided, improvements in credit and financial benchmarks, homeownership readiness and sustainability outcomes, small business formation or growth indicators, and referrals completed.
- Pre-Purchase Counseling

•    Education on mortgage products, underwriting criteria, and lending requirements.
•    Assistance navigating down payment assistance and subsidy programs available in region.

•    Curriculum aligned with act, or equivalent standards.
•    Certificates of completion where applicable.
- Post-Purchase Counseling
•    Home maintenance and repair planning.
•    Escrow accounts, insurance, and property tax education.
•    Financial sustainability and long-term affordability counseling.
- Foreclosure Prevention and Housing Stability (as applicable)
•    Early intervention counseling for households experiencing financial distress.
•    Education on loss mitigation and workout options.
•    Referrals to mortgage servicers, legal aid, and housing stabilization partners.
- Financial Literacy Education
•    Budgeting and cash flow management.
•    Banking relationships and financial product education.

- Credit Counseling and Improvement
•    Credit report review and explanation.

- Individual Financial Coaching
•    One-on-one counseling sessions.
