The Vendor is required to provide for printing, data processing, inserting, mailing, furnishing, and delivery of real property tax bills, tax credit applications, and envelopes services
- Services include:
• Print real property tax bill including tax information from an interchange file provided by the city and county, in accordance with the specifications herein.
• Include a QR code directing to rphnlpay.com on the back of the tax bill.
• Format real property tax bill to comply with the city and county mail specifications noted.
• Provide real property tax bill window envelopes for mailing of bills and imprint the city's return address on each respective envelope.
• The envelopes and imprinting shall be as specified herein.
• Provide real property tax bill, non-window, and self-addressed return envelopes and imprint the city's return address on each respective envelope.
• The envelopes and imprinting shall be as specified herein.
• Insert tax bill and one (1) self-addressed return envelope in outgoing envelope as specified herein.
• Print real property tax credit cover letters, tax credit brochures, and tax credit applications with mail merged data (containing tax map keys, applicant names, and mailing addresses) from spreadsheet provided by the city.
• Provide real property tax credit window envelopes for mailing of tax credit applications and imprint tax relief section's return address on each respective envelope.
• The envelopes and imprinting shall be as specified herein.
• Provide real property tax credit, non-window, self-addressed return envelopes and imprint tax relief section's return address on each respective envelope.
• The envelopes and imprinting shall be specified herein.
• Insert real property tax credit cover letter, tax credit brochure, tax credit application, and one (1) self-addressed return envelope in outgoing envelope.
• Affix proper postage at most preferential rate (presort, 1st class) and mail all envelopes as specified herein.
• Provide a summary report to include the total number of tax bills printed, the total number of envelopes inserted and mailed, and the total postage expended.
• Provide a summary report to include the total number of tax credit applications printed, the total number of cover letters, the total number of brochures, the total number of envelopes inserted and mailed, and the total postage expended.
• Provide a summary report to include the number and reason of returned mail for all mailings.
• Approximately 6,000 tax credit applications, brochures, and cover letters will be printed and mailed annually in June or July.
• Provide annual sample templates of tax credit application, brochure, and cover letter with a data source spreadsheet to mail merge TMK, applicant name, and mailing address data.
• Tax bills will be printed for two (2) installment billing periods per year in July (approx. 170,000) and January (approx. 140,000) and at the city's request, three (3) interim billing periods in October (approx. 17,000), April (approx. 17,000), and June (approx. 9,000) and without cost to the city if the interim bills are not printed and mailed.
