The vendor is required to provide risk and resilience assessment (RRA) and emergency response plan (ERP) services for include:
- Project management
• Provide overall project management to ensure all tasks are fully completed and within the allocated budget and timeframe.
• Include an appropriate number of project meetings and workshops to coordinate with the city
• Per the federal mandate issued by the agency, the city is required to develop a RRA and ERP, defined by of the act, and submit certification letter(s) to the agency upon their completion.
• The city’s population served is 50,000 – 99,999, thus submissions to the agency are required by December 31, 2025 for the RRA, and June 30, 2026 for the ERP.
• the project timeframe shall reflect these compliance dates.
• the consultant shall continuously check in with the agency for any act requirement changes and/or updates and shall utilize such updated information to complete the RRA and ERP, accordingly at no additional cost to the city.
- data collection
• possess a complete understand the current regulations of the agency.
• the consultant shall also understand the data collection requirements to support use of the voluntary consensus standards provided by the act including the following: AWWA g430, AWWA j100-21, VSAT tool, EPA’s wheat tool, AWWA cybersecurity tool, etc.
• the necessary investigations to obtain essential information required to develop the RRA and ERP that fully conforms with the act requirements, in the event such information is not provided
• The facilities needing access will be under security and will require coordination with the city staff if access is needed. safety protocols meeting industry standards shall be required whenever the consultant is visiting city facilities.
• The city previously developed a vulnerability assessment and ERP which was completed in 2004, respectively.
• The city will provide all available records requested by the successful consultant, which are necessary to assist the consultant in the development of the RRA and ERP.
- Risk and resilience assessment
• The risk to the system from malevolent acts and natural hazards;
• The resilience of the pipes and constructed conveyances, physical barriers, source water, water collection and intake, pretreatment, treatment, storage and distribution facilities, electronic, computer, or other automated systems (including the security of such systems) which are utilized by the system;
• The monitoring practices of the system;
• The financial infrastructure of the system;
• The use, storage, or handling of various chemicals by the system; and
• The operation and maintenance of the system. - Emergency response plan
• Strategies and resources to improve the resilience of the system, including the physical security and cybersecurity of the system;
• Plans and procedures that can be implemented, and identification of equipment that can be utilized, in the event of a malevolent act or natural hazard that threatens the ability of the community water system to deliver safe drinking water;
• Actions, procedures, and equipment which can obviate or significantly lessen the impact of a malevolent act or natural hazard on the public health and the safety and supply of drinking water provided to communities and individuals, including the development of alternative source water options, relocation of water intakes, and construction of flood protection barriers; and
• Strategies that can be used to aid in the detection of malevolent acts or natural hazards that threaten the security or resilience of the system.
