The Vendor is required to provide lead-based paint risk assessment and associated paint testing services, as appropriate, for one or more federally funded scattered-site home buyer and/or housing rehabilitation assistance programs administered by the city.
- These programs are generally directly administered by the city’s office with assistance from any consultants selected by the city to assist with project implementation services.
- Must maintain accurate project records and must permit complete access to those records upon request by the department.
- The Risk Assessment shall include the testing of interior and exterior hard painted/varnished surfaces, frictional surfaces, and soil, if accessible.
- In addition to a visual assessment, paint chip analysis, and dust wipe sampling, an evaluation must be done using an X-ray Fluorescence Analyzer (XRF).
- Provide the completed risk assessment report in PDF format to the office and the current homeowner or representatives of the homeowner within a reasonable time-frame after the city and/or its consultant submits a request for services (preferably within two weeks and no more than 30 days from the date of the city’s request).
- Lead-based Paint Risk Assessments are to minimally include: dust sampling, data collection, visual assessment of painted surfaces, evaluation of the laboratory analysis results, and development of a plan for recommendations to mitigate the hazard(s), together with all procedural documents as required to produce a complete “Risk Assessment Report.”
