The vendor is required to provide real property management services on an as-needed basis.
1. Project management
• Maintain familiarity with agency properties.
• Review and record incidents, activities, quarterly or annual reports, and needed actions using ArcGIS survey123, e-builder, and an agency land management database.
• Maintain general familiarity with agency environmental constraints and flood purposes.
• Report to agency staff on property management activities and issues every two weeks plus more frequently as needed.
• Reports may take the form of email summaries of observations and actions taken.
2. Inspect agency properties
• On a regular basis inspect agency properties to ensure conditions are consistent with agency intent, habitat requirements, and responsible management practices.
• Inspection frequency may vary depending on the property, its features, other ongoing land maintenance and inspections by contractors, and agency goals as determined by agency.
3. Direction of agency contractors
• Serve as the primary point of contact for agency contractors working on agency properties or initiate assignments using agency approved job order contracting (JOC) vendors.
• Include construction contractors, maintenance contractors, landscapers, environmental mitigation firms and monitors, and a variety of technical consultants.
• Inspect, collect reports, review, document and distribute annual monitoring reports for habitat sites, and initiate response to issues on agency properties such as cut fences, missing signage, illegal trespass, encampments, trash dumping, property or infrastructure damage, malfunctioning water and irrigation systems, and fire or other damage to vegetation.
• Monitor and report on incidents until they are resolved.
4. coordination with outside entities
• provide access as needed to easement holders, utilities, police, or agencies with regulatory or other authority over the agency property.
• monitor and initiate response to notices such as those regarding hazards, tree trimming, weed abatement, abandoned vehicles, trash pick-up, and others.
5. Administration of property leases
• Agency may lease out specified properties for agriculture, grazing, and leasebacks of residential property.
• Collect rent and manage site to standards specified in the leases and any applicable laws or regulations.
• Enforce compliance with lease terms and follow up on lease violations.
• Advertise leases, review proposals, recommend lessee candidates, coordinate lease execution, close leases, terminate leases, and manage the eviction process as needed.
6. Building lease management
• Provide a full suite of management for residences or buildings leased out by agency, including routine inspections, preventative and routine maintenance, and response to after-hours maintenance emergencies.
7. Coordinate with others on land acquisition and disposal
• Agency typically retains right-of-way consultants for property acquisition and disposal.
• The selected firm shall coordinate with these entities and disseminate public information related to the property transfers.
• This may also involve updating agency property management database as any new properties are acquired or data attributes to current properties change.
