The Vendor is required to provide comprehensive bridge asset management support, inspection, and design services.
- Consultants will work closely with City staff to conduct inspections and assessments in accordance with applicable standards, develop maintenance strategies, and utilize innovative tools for bridge condition monitoring and data integration.
- Bridge Inspections and Assessments
• Conduct routine, detailed, and special inspections for bridges and culverts according to inspection standards, department guidelines and city of phoenix bridge inspection policy and procedures.
• Prepare list of bridges up for inspection to be presented to department
• Upload inspection documents, load ratings and other related forms to agency bridge management software (BRM) and the bridge rating software (BRR)
• Perform structural assessments, load rating analyses, and safety evaluations.
• Utilize advanced inspection technologies such as drones, ground-penetrating radar, or other non-destructive testing methods.
• Ensure all reports are sealed by a state-registered professional engineer.
- Asset Management Plan Development
• Assist the street maintenance division in developing a comprehensive bridge asset management plan that includes condition assessment protocols, risk management strategies, and prioritization of maintenance and rehabilitation activities.
• Assist in creating, maintaining and updating the city bridge and culvert inventory and condition database of all bridges and related structures.
• Prepare stamped and sealed as-builts per request for assets after any maintenance and replacement.
- Data Integration and Reporting
• Prepare detailed reports, maintenance recommendations, and budget estimates for corrective actions.
• Develop dashboards and visual tools to monitor bridge condition trends and support decision-making processes.
• Identify elements and sub-elements for each structure and collect element-level data.
- Maintenance Planning and Implementation Support
• Assist in developing preventive maintenance programs for extending the life of bridge assets.
• Provide inspection services during repair or rehabilitation projects and ensure compliance with design standards.
• Provide comprehensive design services for maintenance, repair, and rehabilitation of bridge structures identified during inspections.
• Develop design plans, specifications, and cost estimates for bridge repair and rehabilitation projects in compliance with city standards and applicable regulations.
• Ensure the design team coordinates closely with inspection and asset management teams to integrate findings and recommendations into the design process.
• Provide technical support during construction, including reviewing submittals, responding to rfis, and conducting site visits as needed.
- Specialized Equipment and Safety Compliance
• Provide all required inspection equipment, including under-bridge inspection units, boats, and safety equipment for confined space entry.
• Ensure all personnel are certified for fractured critical bridge inspection, agency compliant rescue operations, and confined space entry.
- Emergency Response and Inspections
• Respond to emergency events, such as floods or vehicle collisions, to inspect affected structures and provide immediate safety recommendations.
- The consultants will provide vehicles, fuel, code books, cellular phones, laptops/tablets, printer, digital camera, and other equipment deemed necessary to complete the tasks.
- Contract Period/Term: 5 years
