• Growth projections over a 20 to 30-year horizon
• Opportunities for space optimization and modern workplace strategies
4. Facilities consolidation and civic use assessment
• Identify inefficiencies associated with fragmented operations
• Assess current and future needs for civic and community gathering spaces
• Evaluate opportunities consolidation and integration of flexible, multi-purpose public spaces
5. Baseline (status quo) cost analysis
• Maintenance and capital improvement needs
• Renovation and expansion costs
• Ongoing operations and maintenance costs over 20–30 years
6. Property considerations and redevelopment feasibility (if applicable)
• Highest and best use considerations
• Preliminary market valuation
