Investment and Pension Consultant Services

The vendor is required to provide investment and pension consultant services for include:
- Investment consultant
• Services to be offered in all geographical locations in which authority casinos and members reside. 
• Consultants out of province must be willing to travel to state on occasion.
• Review authority investment options quarterly basis and provide recommendations for changes. 
• Explain the characteristics of other asset classes to be considered, and how they might assist in the achievements of the members account’s objectives, as applicable.
• An investment monitoring report to be conducted on a quarterly basis and include:
o Qualitative and quantitative analysis of each fund manager that has been agreed upon between authority and the investment consultant.
o The investment consultant must attend quarterly pension committee meetings to present the monitoring report and respond to questions.
• A review of the administrative services provider (plan governance review) should be prepared on an annual basis 
• Ad hoc and additional consulting services
o Review the plan’s statement of investment policy and procedures, and provide recommendations for change.

• Services to be offered in all geographical locations in which authority casinos and members reside. 
• Consultants out of province must be willing to travel to state on occasion. 
• General day to day requirements
o Review plan operations
o Legislative matters
o Membership issues
o Member questions not addressed through administration service provider call center. 
o These will be forwarded by the plan administrator
o Interpretation of plan provisions
• Legal and compliance
o Prepare plan amendments
▪ Initiated by the plan and required as a result of legislative changes
o File plan amendments with regulators
o Provide advice to authority on legal and compliance matters pertaining to the plan
• Governance
o Provide annual training sessions for the pension committee
o Inform authority of changes to governance best practices
o Prepare or revise applicable governance policies pertaining to the plan.
