The vendor is required to provide investment consulting advice and services to assist the management employees’ pension board (MEPB) in its monitoring of management employees’ pension plan (MEPP’s) investment management activities and performance.
- Investment policy advice
• Advise the MEPB on current investment issues in the industry which are pertinent to the MEPP fund;
• Assist the MEPB in assessing and evaluating the effectiveness of new investment opportunities and approaches presented or implemented by corporation;
• Review alternative structures and asset classes, as requested; and
• Provide educational presentations, as requested by the MEPB, to enhance awareness and understanding of investment-related issues potentially impacting the MEPP fund.
- Investment strategy advice
• Assist the MEPB in interpreting and assessing the effectiveness of corporation strategies, tactical decisions and reports;
• Interview corporation, as appropriate, to keep current on developments within the manager or sub-manager organizations;
• Provide analysis and commentary of relevant organizational, operational, program management and leadership changes within corporation that may impact the performance of the MEPP fund’s investments;
• Facilitate discussion and understanding of investment-related issues during meetings between the MEPB and corporation; and
• Provide objective input on investment strategies implemented by corporation.
- Performance monitoring and evaluation
• Executive summary of corporation quarterly investment performance reports, identifying key findings, issues, risks and any information gaps that warrant further attention and exploration by the MEPB;
• Concise and prescriptive assessment of the performance, status and capabilities of corporation Including an analysis of investment processes, internal risk controls, performance relative to applicable benchmarks, standards, pension administration or public-sector peers and any other relevant factors;
• Quarterly evaluation to MEPB on investment performance within the context of relevant market and economic factors impacting the MEPP fund;
• Summary presentation to assist MEPB in monitoring the costs of investment management services over time, and evaluating the reasonableness of costs in relation to industry standards and peer universe;
• Evaluation and commentary on the value of costs incurred for corporation services;
• Evaluation and commentary on the cost-effectiveness of corporation;
• Detailed review of emerging positive and negative trends, and the recommended course of action, where appropriate;
• Evaluation and commentary on the effectiveness and transparency of corporation reporting;
• Attribution analysis of security selection and asset mix within the context of the MEPP investment policy, along with detailed analysis against relevant market indices.
• Includes long-term monitoring and analysis to evaluate the effectiveness of corporation security selection; and
• Any other relevant information or analysis to assist the MEPB in monitoring and evaluating MEPP’s investment performance.
- Value at risk analysis
• Monitoring and evaluating the portfolio’s risk profile in relation to MEPP investment policy limits;
• Evaluating and providing commentary on corporation recommended course of action if risk limits are approached or exceeded; and
• Any other relevant information or analysis to assist the MEPB in monitoring and evaluating the portfolio’s risk.
- MEPP governance and compliance
• Evaluating corporation compliance with the MEPP investment policy;
• Ensuring that all policies, decision-making structures and procedures are in accordance with regulatory requirements, as well as industry standards and best practices.
• Enhancing the MEPB’s knowledge in the area of investment management and pension industry issues, and governance by means of periodic written or verbal reports as part of, or in addition to, the quarterly performance review. these could include the following:
o Analyzing applicable pension legislation or new investment vehicles and ideas;
o Providing an industry perspective through monitoring other investment managers; and
o Undertaking special studies as requested by the MEPB.
- Ad hoc advice and studies
• Respond to the MEPB’s inquiries between meetings, as required;
• Provide advice regarding emerging issues and changes;
• Assess new investment opportunities and strategies as identified by corporation and the MEPB;
• On a bi-annual basis, or as requested by the MEPB, provide an in-depth due diligence analysis and report of corporation through interviews with corporation and present the results to the MEPB; and
• Provide analysis and commentary on other investment-related issues, as directed by the MEPB.
• MEPB will be performed under a time and materials basis or separate budget, as agreed to in advance and in accordance with an approved fee schedule.
