The Vendor is required to provide financial deposit services for the benefit of people in custody (PICs).
- The public to deposit money into the commissary accounts of people in custody (henceforth referred to as person-in-custody (PICs) in this document).
• Allow different payment options for family, friends, and loved ones to deposit funds into PIC financial accounts
• Allow for multiple ways to deposit funds
• The services should be cost effective
• Implement newer and more efficient ways to transfer funds as technology advances
- Trust account payments:
• Internet and mobile with a credit and debit card
• Telephone with a credit and debit card
• Walk-in cash payments at non-department locations.
• lobby kiosks with cash
• lockbox with an approved check and money order
- Booking kiosks:
• The vendor shall provide booking kiosks at no cost to the agency or the PIC which will collect cash and coin from PIC at intake.
- Debit release card:
• Provide a debit release card program at no cost to the doc whereby the doc can give a prepaid debit card to PIC upon release that contains their remaining PIC departmental financial account balance.
• The released PIC can use the card for cash withdrawals at atms and at merchants for signature and pin based purchases.
- Verification and banking
• Process any transaction unless it verifies that the PIC is in department custody
• The vendor will credit or debit automated clearing house transaction (henceforth referred to as an ach) all funds corresponding to each service.
• PIC departmental financial accounts payments, the vendor will send one ach for all internet, phone, kiosks, and lockbox transactions.
• Provide a user interface for doc staff to access daily reporting.
