The Vendor is required to provide professional services administration services for Internal Revenue Service (IRS) Code Section 115 Pension Trusts (Establishment, Administration, and Investment Management).
- Trust Establishment & Advisory Services: Based on the firm’s specific prior knowledge and experience as a Trust services provider, advice City staff in establishment of a comprehensive trust program including establishment of IRS Section 115 Trusts (both pension and other eligible expenditures) including recommended annual funding strategies.
- Trust Administration: Based on the firm’s specific prior knowledge and experience as a Trust services provider, offer trust structure, administration and related trustee services, including coordinating all City contributions to the Trust and processing requests for distributions.
- Fiduciary Investment Advisory Services: Based on the firm’s specific prior knowledge and experience as a Trust services provider offer a full scope of fiduciary investment management services, including but not limited to developing a written investment policy for the trust assets, developing a recommended asset allocation strategy based on the Trust’s funding and investment objectives and the City’s risk tolerance.
- Services/Tasks would include, but are not limited to:
• Maximize the advantages of pre-funding some or all of the city’s GASB 45 and/or GASB
• 74/75 liabilities
• Obtain competitive investment returns with the lowest possible expenses
• Evaluate market risk and develop strategies that minimize the impact on the portfolio
• Provide assurance of portfolio compliance with applicable policies and laws
• Establish an appropriate performance benchmark
• Ensure the ease and reasonable turnaround for the withdrawal of invested funds
• Ensure that the district’s OPEB trust is fully compliant with all applicable federal, state and GAAP statutes.
• Provide all GASB compliant annual statements, required supplementary information (RSI) and notes needed for the comprehensive annual financial report.
• Individual investment account in a non-pooled portfolio with customizable investment options.
• Consolidated full fee transparency.
• Private equity/debt options that are permissible within the city’s investment policy.
• Offer an IRS-approved irrevocable funding vehicle to protect the city’s assets.
• Implement the trust programs within 90 days of executing contracts.
• Provide a full-service program that includes trust administration, trustee and investment management services.
• Work directly with city staff to prepare asset allocation guidelines for the trust based on the city’s investment objectives and risk tolerance and compliance with the city’s investment policy.
• Provide education/presentations regarding the pension trust program to council and other city staff.
• Provide quarterly and annual comparative performance analyses and evaluation reports of the investments of the trust.
• Coordinate all contributions into the trust and requests for appropriate distribution.
• Meet with the city’s chief financial officer and staff to provide quarterly performance reports and updates on the trust.
