The Vendor is required to provide investment management services firm(s) who possess a proven track record of balancing investment portfolios, maximizing yield while maintaining capital preservation as the underlying priority of public funds, will manage the city’s mid and long-term investments.
- The Fund Manager(s) appointed to the City’s account must maintain a Chartered Financial Analyst (CFA) designation or applicable nationally recognized certificates.
- The Custodian Fund Manager(s) will be responsible for the provision of the following:
• Safe custody of City investments; capital preservation is to prevail over investment yield.
• Real-time view of the City’s investment holdings and activity.
• Accurate and complete reporting (including account activity, monthly statements, current yield report, and expiry/maturity by period/security, projected cash flow detail, investment groupings for benchmark analysis).
• Ensuring the City remains in compliance with prevailing legislation and regulations related to investment activity.
• Provide the City advice on the appropriate investment strategy and/or philosophies that serve to maximize yield while ensuring capital preservation and compliance with policy and regulations.
• Establishing relationships with the City’s internal treasury team and provide sound investment analysis, consulting advice, and maintaining the integrity of the City’s internal control mechanisms for initiating investment purchases.
- Provide wiring instructions of their designated main bank to the investment management firm(s) for deposits.
- Interest received in the investment cash account shall be transferred back to the City’s designated bank or reinvested as directed by the City.
- The Custodian Fund Manager(s) will provide the City with monthly and quarterly reporting no later than two weeks after the end of reporting period.
- The reports will include but are not limited to fees, purchases, redemptions, transfer, and market values at the end of the reporting period.
- The investment team will then review with the Director, Financial and Strategic Services who will authorize the transaction. Any investment with the term over 10 years will be authorized by the managing director.
