The Vendor is required to provide investment advisory services for large public facilities.
- These facilities exist for the primary benefit of promoting and facilitating events and activities that generate economic benefits to the citizens of the state as well as enhance the quality of life for every state.
- These reserves include, but are not limited to:
• Hotel First and Second Tier Debt Service Reserve Funds (approx. $74M)
• Hotel Operating and Maintenance Reserves (currently $7M), and
• Convention Center Cash and Capital Project Reserves ($20-30M).
- Optimize investment structure and yield within conservative statutory and Indenture parameters; and
- Support consistent governance across all Authority-managed reserves.
- Investment Structure and Policy Development
• Review existing bond indenture provisions and state investment statutes applicable to the funds.
• Prepare or update an investment policy statement (IPS) outlining objectives, allowable investments, benchmarks, and reporting standards.
- Manager identification and oversight
• Identify and recommend a specialist investment manager experienced in managing fixed-income portfolios for public bond reserve or project-finance funds.
• Negotiate management fees and terms on behalf of the authority.
• Monitor the investment manager’s performance, compliance, and adherence to the approved IPS.
- Ongoing advisory and reporting
• Provide written, evidence-based recommendations on portfolio structure, duration, and reinvestment timing.
• Prepare quarterly performance evaluation reports, including portfolio composition, market value, and yield, duration, and benchmark comparisons.
• Present periodic updates to the board of trustees and authority staff regarding market conditions, manager performance, and recommended adjustments.
- Compliance and governance support
• Ensure that all investments conform to the indenture’s allowable securities and maturity limits.
• Coordinate with the trustee and custodians to maintain proper documentation and valuation of holdings.
• Provide annual certifications of compliance with state law, the indenture, and the IPS.
- Other related services
• Assist with transitions, rebalancing, or reinvestment of maturing securities as requested.
• Provide market insight and risk analysis to support authority decision-making.
• Furnish copies of the firm’s form ADV, privacy policy, and any updates to fiduciary disclosures annually.
