The vendor required to provide security system equipment, ongoing maintenance, monitoring, and preventive care for the lottery’s statewide security management system (SMS), which includes the pro-watch 6.5.1 (or latest version) and max-pro systems.
- Functional description
• The security system is designed to monitor, record, and grant access within the, eight (8) district offices, and the data center.
• The system should process alarms triggered by devices such as glass break sensors, motion detectors, and other perimeter security measures.
• The access control system will be used to track employee access to sensitive areas across these locations.
• The system shall allow the operator to program events based on alarm triggers.
• When a badge is presented to a reader, the system should trigger camera recording to capture the action.
• The system must also support integration with other security measures, such as fire alarms, emergency exits, and other building security infrastructure, to ensure comprehensive security coverage.
• The system includes pan-tilt-zoom (PTZ) cameras on the facility exterior and in the parking area of lottery headquarters to monitor and record activity around the perimeter.
- Back-up power system maintenance
• The security systems at lottery headquarters, all lottery district offices and the data center are connected to an uninterruptible power supply (UPS).
• The ups must provide a minimum of twenty-four (24) hours of backup power for the card readers, video surveillance, and other critical components, including but not limited to, core servers, door controllers, badge readers, and primary surveillance devices.
• In the event of a power outage or network failure, the system shall remain operational, storing alarm and access data, and transmit it once network connectivity is restored.
- System lifecycle management
• End-of-life (EOL) and end-of-support (EOS) notifications: the contractor shall provide notice of equipment and components nearing EOL or EOS with recommendations for replacement and cost estimates at least ninety (90) days in advance of known EOL and EOS dates.
• Technology refresh plan: the contractor shall provide a proposed lifecycle management plan, within thirty (30) days after the first quarterly maintenance report is provided to lottery and annually thereafter, recommending hardware and software refresh cycles based on operational needs and manufacturer support timelines.
• Decommissioning plan and reports: the contractor shall provide secure decommissioning procedures and reports, including data wiping certifications and disposal documentation within thirty (30) days of decommissioning.
• Vulnerability assessment reports: the contractor shall perform comprehensive vulnerability assessments and provide detailed reports semi-annually, specifically in January and July.
- Tracking equipment and property
• Equipment serial numbers, model numbers, descriptions, and end-of-life (EOL) and end-of-support (EOS) dates.
• Installation locations of each piece of equipment at lottery headquarters, district offices, and the data center.
• Date of installation and any subsequent updates, repairs, or replacements.
