The vendor is required to provide economic impact reports over the next three years that analyzes the economic impacts of the current transit system in city and also the potential benefits for an expanded system.
- Research
• Quantify the costs and benefits of existing public transportation for residents and businesses in the country
• Understand agency key performance indicators and how this can be used to demonstrate economic impact – such as ridership, passengers per revenue hour, per passenger subsidies and more.
• Use previous research and data from sources such as the country census and bureau of labor statistics, agency ridership surveys, county tax collector, the department of transportation, and more to understand the direct and indirect benefits of transit on the local economy
• Analyze current trends of demographics, workforce, employer, and consumer preferences associated with transit
- Jobs
• Number of jobs that transit supports
• Transit users supporting businesses near transit lines
• Examine the economic impact transit has on city high wage job employers entering the region
• Examine the economic impact of agency ’ cross-border market
• Examine the economic impact of the mid-coast trolley extension to UTC
• Examine the economic impact of agency ’ public transit services post-pandemic
- Infrastructure
• Consider transit-oriented developments that agency has along its trolley system and how these developments help with economic activity.
• Examine if development around recent major transit corridor infrastructure improvements (i.e., bus rapid transit or trolley) has helped recoup costs for constructing those transit lines.
- Real estate
• Amine property values in proximity to existing transit lines
• Quantify real estate attractiveness of properties near a multitude of transportation options as opposed to car-centric areas
• Examine current and future agency transit-oriented developments and synthesize economic impact on the surrounding community
- Disposable income
• Quantify costs differential for residents that use transit versus owning a car in city
• Elaborate on how this increase in disposable income invested back into the local economy
- Final reporting
• The contractor is asked to provide two final deliverables for this project – a written report and an in-person presentation to help communicate results to the public.
• Written report: submit a final report in collaboration with agency regarding the findings
• In-person presentation: present findings one time in person in a public setting in city such as to the agency board of directors or participate in a media event.
