The vendor is required to provide court reporter services for include:
- Proceedings:
• Provide a qualified court reporter and all necessary equipment and transcription devices, to perform court reporting services for all proceedings conducted by the agency commissioners or hearing examiners or other matters in furtherance of the agency business.
• Proceedings include, but are not limited to, in-person, virtual, remote, and digital.
• The ability through its own personnel, subcontracts, or other agreements to cover more than one proceeding conducted simultaneously at the agency.
• Court reporter shall arrive at the agency -designated location thirty (30) minutes prior to the scheduled start time of the proceeding unless otherwise authorized in advance by the agency.
• The start time for billing purposes is upon arrival for setup as requested herein.
• Case of virtual proceedings, the contractor shall have access to microsoft teams or other preapproved web-based software for online hearings when required.
• Court reporter shall wear professional attire and exhibit a professional demeanor at all proceedings.
• Court reporter should be familiar with the terminology generally used in the various industries regulated by the agency to perform court reporting services and transcription services.
• Provide court reporter services in person at the location of the hearing unless otherwise approved in advanced by the agency.
• Any use of artificial intelligence software or tools must be approved in advance by the agency.
- Transcripts:
• Provide, at its sole expense, all supplies used to create, furnish and deliver high quality electronic transcripts in accordance with the service categories and timeframes established.
• The court reporter is notified during the hearing that the testimony will include confidential information, the contractor shall provide a redacted version of the transcript, which the agency may share publicly, in addition to the confidential unredacted version.
• Provide such digital protection of files that allows the agency to bookmark, copy, and print pages.
- Transcript format and required elements:
• Use 12-point type size or such other size as agreed to by the agency.
• Include solid left, right, top, and bottom marginal lines.
• Ensure lines are double-spaced and placed on the page so that text begins 1-3/4 inches from the left side of the page and ends 3/8 inches from the right side of the page.
• Ensure that each page of transcription contains 25 lines of text and page lines are enumerated.
• The last page may contain fewer lines if it is less than a full page of transcription.
• Page numbers or notations shall not be considered part of the 25 lines of text.
• The transcript shall be in the following order:
o Coversheet
o Appearances
o Index (witnesses)
o Exhibit list (exhibit number, page number first identified, and page number received into record)
o Verbatim transcription of the proceeding
o Certification page
o Compressed version of the transcript
o Word index
• The transcript shall contain the case caption, case number, presider(s), date and time of the proceeding, location, and reporter name.
