The Vendor is required to provide court reporting services to include:
1. Attendance at Hearings
• Provide a certified court reporter for all scheduled agency hearings, as requested.
o Reporters must be certified in accordance with state requirements.
o Assign personnel with experience in administrative and technical hearings, preferably with familiarity in water law.
o Ensure punctual arrival and readiness with all necessary equipment.
o Reporters should arrive at least 30 minutes prior to the scheduled start time to allow for setup and coordination.
• Verbatim Record
o Accurately capture and record all testimony, legal arguments, procedural discussions, and technical evidence presented during the hearing.
o Maintain a neutral, complete, and impartial record of proceedings, free from interpretation or omission.
• Certified Transcripts
o Produce certified transcripts in compliance with applicable court rules, agency standards, and statutory requirements.
o Provide transcripts in both electronic (PDF, Word) and hard copy formats, as requested by agency.
o Include a certificate of accuracy with each transcript, if required.
• Timeliness of Delivery
o Standard transcripts shall be delivered within 10 business days of the hearing unless expedited service is requested.
o Expedited transcripts shall be provided within 3 business days, if requested, at agreed-upon rates.
o Deliver transcripts in digital formats (PDF, Word) via secure file transfer or encrypted email, as required.
• Confidentiality and Records Management
o Maintain strict confidentiality of all proceedings, transcripts, and related records.
o Ensure secure storage, handling, and transfer of all transcripts, recordings, and sensitive materials.
o Retain records for a period specified by agency or applicable law and provide a secure destruction protocol upon request
- Provide real-time reporting or rough draft transcripts upon request.
- On-Demand Transcription Services
• Transcriptions must be verbatim and adhere to formatting standards specified by department.
• Offer standard and expedited turnaround options, with delivery in secure digital formats.
• Include a quality assurance process to ensure transcription accuracy.
- These hearings may relate to, but are not limited to, protested applications, cancellations, forfeitures, and adjudications of pre-statutory water rights.
