The vendor is required to provide GIS consulting services for electric utility network migration.
• Assess and prepare existing GIS data for migration.
• Design and implement a utility network data model tailored to the utility’s operational needs.
• Migrate and validate data to the utility network.
• Configure network rules, subnetwork management, and topology.
• Conduct testing of the utility network in the city of environment.
• Support the go live of the utility network.
1. Project initiation and planning
• Conduct a project kickoff meeting with stakeholders from city GIS and city public utilities.
• Define project goals, success criteria, and timeline.
• Identify existing and planned integrations to electric GIS.
2. Data assessment
• Review existing GIS data (e.g., geometric network, asset layers, connectivity).
• Identify data quality issues and gaps relative to the utility network model.
• Provide a data readiness report with recommendations.
• Provide guidance to GIS staff on the cleanup of existing data.
3. Utility network model design
• Design a utility network schema based on Esri’s electric utility network foundation.
• Customize asset groups, asset types, domains, and network rules.
• Define subnetwork hierarchies (e.g., circuits, feeders).
• Provide data mapping from the existing data model to the new un data model.
4. Data transformation and migration
• Provide transition plan, cutover plan and UAT plan
• Convert and load data into the utility network schema.
• Configure associations, connectivity rules, and terminal configurations.
5. Configuration and testing
• Configure network topology, subnetwork management, and validation rules.
• Perform unit and system testing to ensure data integrity and network behavior.
• Conduct user acceptance testing (UAT) with utility staff.
6. Knowledge transfer
• Deliver documentation including data model diagrams, configuration guides, and standard operating procedures.
7. Go-live support and post-implementation review
• Support go-live activities and monitor system performance.
• Address post-migration issues and provide final adjustments.
• Conduct a project closeout meeting and deliver final report.
