The vendor is required to provide GIS-based inventory of the city’s ms4.
- Data analysis and collection
• The engineer shall analyze and identify data gaps in the city’s existing ms4 GIS database.
• The engineer shall utilize field staff to collect missing data in accordance with the state ms4 general permit.
• The engineer shall refer to the mapping status work sheet to identify the required data entries to satisfy the state ms4 general permit.
• The city reserves the right to have a representative from department present to accompany the engineer while in the field conducting inspections and collecting data.
• Department may request to review the collected data as necessary at any point during the project performance period.
1. Performance measures:
• The engineer shall consult mapping status worksheet and other resources as applicable to determine missing data points.
• The engineer shall utilize field staff to collect the data.
2. Anticipated milestone
• Achieve performance measure within sixty (60) days of the project kick off meeting date.
- GIS mapping
• The engineer shall utilize mobile data-driven ArcGIS maps to capture data in the field and import it into the city’s GIS database.
• After capturing the data, the engineer shall upload the newly obtained data into the city’s GIS database.
• The engineer shall ensure all mapping satisfies the minimum ms4 permit requirements as outlined in the state ms4 general permit.
• The engineer shall complete all basic mapping elements before any funds can be used for items in the intermediate or advanced mapping elements categories.
• Information from the waterbody inventory and priority waterbodies list (WI/PWL) must be included in the maps and deliverables created.
• Final deliverables must include final map product, with the following elements, including but not limited to stormwater infrastructure, locations of potential retrofits, the number of catch basins which service an area draining to an impaired waterbody, and priority and focus areas serviced by each catch basin.
• A final summary report must be completed in accordance to the ms4 mapping summary report required elements
• Electronic data for all GIS-based mapping products and associated spatial data must be submitted in ArcGIS format and comply with the requirements for contract GIS products.
• Formal metadata must be provided with all digital GIS data which includes, at minimum, a file summary and abstract, intended use, data, source data, and author information.
1. Performance measures:
• Upload existing data to the city’s ArcGIS database.
• Prepare ArcGIS files and upload data to city’s ArcGIS database.
• Prepare completed ArcGIS map for department and agency review.
• Prepare the ms4 mapping summary report in accordance with agency requirements.
2. Anticipated milestone
• Achieve performance measure within one-hundred and twenty (120) days.
- Minority and women-owned business enterprise (M/WBE) and service-disabled veteran-owned business (SDVOB) reporting
• Throughout the contract term, the city and agency will be responsible for reporting M/WBE and SDVOB utilization to the state.
• The consultant will provide the city and agency with information and documentation necessary for the city and agency to report utilization to the state.

• The city and agency to report M/WBE and SDVOB utilization to the state in accordance with contractual reporting deadlines.
2. Anticipated milestone
• Achieve performance measure throughout duration of contract.
