The Vendor is required to provide professional services for the architecture, design, and implementation of a cloud-based Esri ArcGIS Enterprise environment.
- Establish a robust, scalable, and secure GIS infrastructure that will support current internal workflows and future public-facing applications.
- The Town provides a full suite of municipal services, including:
• Public Safety (Police)
• Public Works & Utilities (Water, Sewer, Stormwater)
• Planning, Zoning, and Building Services
• Code Enforcement & Municipal Court
• Parks, Open Space, and Cemetery Management
• General Government Administration.
- Consulting partner to design, deploy, and support a modern, cloud-based Esri ArcGIS Enterprise environment that will serve as the Town’s centralized GIS platform for internal operations and future public-facing applications.
- Consultant will provide end-to-end services—from architectural planning through post-deployment support— to establish a secure, scalable, and fully functional ArcGIS Enterprise “Base Deployment” in a cloud environment such as Microsoft Azure or Amazon Web Services.
- The work includes evaluating the Town’s current GIS workflows, infrastructure, user needs, and licensing; developing a cloud architecture and security model aligned with best practices; installing and configuring all necessary components of ArcGIS Enterprise; migrating existing GIS data and publishing essential services; and ensuring that Town staff receive appropriate documentation, training, and knowledge transfer to effectively administer and maintain the system long-term.
- Architecture & Design Strategy
• Needs Assessment: Review current data volume, user count, and workflows to determine the appropriate machine sizing and architecture.
• Cloud Architecture: Recommend the optimal cloud provider configuration (Azure/AWS) relative to cost and performance.
• Licensing Review: Verify the Town’s current Esri licensing (Standard vs. Advanced) matches the proposed architecture.
• Security Planning: Design a security model that integrates with the Town’s identity provider (e.g., Active Directory, Azure AD/Entra ID) for Single Sign-On (SSO).
- Implementation & Configuration
• Environment Setup: Provision and configure the cloud infrastructure (Virtual Machines, Networking, SSL Certificates, Load Balancers).
• Software Installation: Install and configure ArcGIS Enterprise (latest stable version) including:
o ArcGIS Server
o Portal for ArcGIS
o ArcGIS Data Store (Relational and Tile Cache)
o Web Adaptors
• Federation: Configure federation between Server and Portal.
- Data Migration & Synchronization
• Data Strategy: Assist in defining a strategy for migrating data from current local/network storage to the Enterprise Geodatabase.
• Publishing: Assist in publishing initial core map services and feature services.
• Workflow Transfer: Assist in transitioning existing ArcGIS Pro workflows to point to the new Enterprise environment.
- Post Go-Live Support & Knowledge Transfer
• System Tuning: Monitor system performance post-launch and adjust heap sizes, instances, and caching settings for optimal performance.
• Documentation: Provide "As-Built" documentation of the system architecture and configuration settings.
• Admin Training: Provide remote knowledge transfer sessions for Town IT/GIS staff regarding basic server administration, backup procedures, and user management.
