The vendor is required to provide executive leadership recruitment services including nationwide searches, for senior leadership positions across all city departments.
- Needs assessment and position definition
• Meet with key stakeholders (e.g., board, senior leadership) to clarify role(s), responsibilities, competencies, leadership profile, and success metrics.
• Refine job description, candidate profile, selection criteria, and compensation benchmarking.
- Recruitment strategy development
• Engage stakeholders (elected officials, staff) to define role requirements.
• Design and implement a regional and nationwide search plan to reach a diverse, high‐quality talent pool that includes a timeline and communications plan.
- Candidate sourcing and outreach
• National and regional outreach through professional associations, networks, and targeted advertising
• Proactive identification and outreach to potential candidates
- Candidate evaluation
• Screening and preliminary interviews
• Assessment of leadership competencies, professional qualifications, and cultural fit.
• Preliminary qualification and reference checks
- Public safety recruitment expertise
• Specialized knowledge of police, fire, emergency services leadership roles preferred.
• Familiarity with civil service structures, accreditation, and community engagement in public safety recruitment
- Selection support
• Provide shortlists of qualified candidates
• Facilitate interviews, assessments, and community forums where applicable
• Assist with the development of interview questions, evaluation rubrics.
• Advise selection panels and governing boards.
- Transition and onboarding support
• Guidance and resources for successful candidate integration
• Support onboarding and transition period (if required).
- Reporting and communications
• Regular updates to director of human resources regarding progress, candidate submissions, and challenges.
• Maintain confidentiality throughout process.
