The Vendor is required to provide employee assistance program (“EAP”) services.
- Provide a full-service EAP administrator and provider to include the following services to full-time and part-time City employees (seasonal employees are not covered unless as dependents of full-time and part-time employees):
• Consultation regarding the program, including overall design, development, implementation and administration of the program.
• This will include assistance in the development of a comprehensive, clearly defined policy and procedure statement.
• The City seeks hereby to have the proposer outlay the basic principles of their program including how the program is currently administered and how the proposer will implement / market the program to the City of Albany’s employees.
• The City also requests consultation on a comprehensive Policy and Procedure statement which can be incorporated into the Employee Handbook to inform employees regarding protocols, procedures and eligibility for EAP services.
• Provide mediation services to resolve interpersonal conflicts
• Act as a liaison between the City and all counseling and helping agencies and facilities that come in contact with the participants
• Assistance to those community agencies and facilities that come in contact with the participants
• Orientations, trainings, seminars, and wellness workshops for participants, supervisors and management personnel.
• Provide, on a quarterly basis and at Selected Proposer’s sole-expense information about the program through distribution of pamphlets, announcements, and other means
• Make formal recommendations for the upgrading and improvement of the program
• Provide quarterly utilization reports to the City, notably of the number of employees / dependents in the City utilizing the services
- Appropriate individual participant case management, including:
• Crisis counseling of participants until appropriate referral to a helping agency can or should be made, including, anger management, alcoholism and/or drug counseling or rehabilitation referrals
• Pre-diagnostic assessment to determine type of referral necessary
• Referral to an appropriate facility or helping agency
• Back-to-work interviews and assessments if requested and as appropriate to the particular circumstance
• Follow-up on each case to determine rate of success of rehabilitation and/or future needs
