The vendor is required to provide flexible group medical insurance, pharmacy benefit management, and wellness services to eligible agency employees, pre-65 retirees, cobra participants, and their eligible dependents.
- Plans:
• Self-funded (ASO): UHC pos and UHC QHP (HSA) plans.
• Fully insured: Kaiser HMO plan.
• Pharmacy benefits: currently administered through care first BCBS for UHC self-funded plans; pharmacy is expected to be carved in effective July 1, 2026.
- Offerors shall submit proposals to:
• Administer the current UHC self-funded plan designs, inclusive of integrated pharmacy benefit management, effective July 1, 2026.
• Administer the current fully insured Kaiser HMO plan design.
• Provide administrative services, including claims processing, enrollment, reporting, compliance, and customer service.
• Support and enhance wellness programs, disease and case management, and preventive health initiatives.
• Meet measurable performance guarantees for claims, customer service, and reporting accuracy.
