The Vendor is required to provide a proven track record of accomplishing similar projects in the public sector; namely to conduct a review of the city’s information technology services division (ITS) with the goal being to optimize service delivery to meet the ever-changing needs of the organization.
- The City’s Information Technology Services division (ITS) is made up of 23 permanent full time equivalents (FTEs) categorized into five areas:
• Enterprise software;
• Network and infrastructure;
• Consulting and technical support;
• GIS; and
• IT licensing and contract administration.
- The recent adoption of the digital strategy and implementation of such, there are numerous existing enterprise systems that are supported by its but managed in other divisions of the city (e.g. PeopleSoft financials and HRMS, IBM maximo enterprise asset management, portal for building, planning, enforcement) as well as many other smaller systems.
- The current staffing complement and approach:
• Maintaining existing internal systems
• Developing/Adding new internal systems
• Corporate IT priorities
• Improving existing/Adding new external facing systems to improve public experience
• Meeting deadlines for projects with short, fixed deadlines (grants)
• Security
- Services include:
• A work plan that defines the proposed methodology, while identifying the assumptions, data variables, key deliverables & milestones;
• A report outline, and a project schedule (county chart preferred) are also to be completed. Note: the city and consultant will agree to a mutual date on this deliverable;
• Comparative data including benchmarking of services, service levels and programs within comparable municipalities.
• Review of divisional organizational and management structure.
• Recommendations for adjustments to the overall organization structure, which may include clarifying roles, responsibilities, authority levels, and eliminating duplication and/or overlap of responsibilities within and between departments in the corporation.
• Identification of performance strengths, weaknesses, and areas for improvement in delivering core services effectively and efficiently, meeting client needs, and achieving service objectives and outcomes.
• Recommend improvements for effective and timely delivery of internal (i.e. division to division) and external services provided, including a plan for improvements that optimize workflows, core business processes and functions.
• An assessment of current human capital resources, recommendations for alignment of resources to meet current and foreseeable requirements, gap identification, and cost / benefit analysis for improvements.
• A report submitted that thoroughly addresses all deliverables.
• A draft format to be submitted and approved by the city prior to it being finalized.
• An implementation plan to serve as a roadmap to guide the division from its current position to one that better meets the needs of the city.
• In addition to providing tools to manage and track implementation, the implementation plan shall identify recommendations that can be implemented immediately (within one year), in the short term (within three years), and in the long term (in five to ten years).
• The first draft report including recommendations and implementation plan will be submitted to the project team and presented to the project team.
• Feedback from the project team will be taken into consideration in developing the second draft report.
• The second draft report including recommendations and implementation plan will be presented to the corporate management team (CMT).
• Feedback from CMT will be taken into consideration in developing the final report.
• A final report will be prepared and submitted to the project team and changes to the earlier drafts will be reviewed with the project team.
