The Vendor is required to provide is procuring Information Technology Subject Matter Expertise (IT SME) Consulting Services on an as-needed basis through both Time and Materials (T&M) and Fixed Fee arrangements.
- Under the T&M model, services will be billed at pre-approved, all-inclusive hourly rates for junior to senior-level resources. Fixed fee engagements may be used for well-defined scopes of work and will require detailed proposals, including cost breakdowns, resource durations, milestone-based payments, and change management protocols.
- Information technology subject matter expertise consulting services including the following SME’s:
• Applications Architect;
• Infrastructure Architect;
• Database Administrator;
• General Business Analysis;
• General Systems Analysis;
• IT Implementation and Testing;
• IT Project Management;
• IT Specialist.
- Services include:
• Assist in high level application design where business requirements can be allocated to major application components that can then be independently and concurrently developed.
• Ensure package applications are technically sound and comply with the owner’s standards.
• Throughout the systems development lifecycle of an application ensure that the most appropriate tools are correctly applied to achieve project deliverables in accordance with application architecture standards.
• Provide operational production and development database support, including creation, maintenance, and tuning, upgrading, monitoring, and troubleshooting activities.
• Participate in projects requiring database administrator functions listed above.
• Provide oracle PL/SQL tuning support to systems analysts as required.
• Provide support for middle-tier applications, such as oracle application server, if required.
• Create and maintain documentation supporting administration and configuration of databases and middle-tier applications.
• Create and maintain scripts within Unix/Linux environments.
• Collaborate with systems analysts for creation and maintenance of database solution.
• Development of defined specifications for the development of information systems.
• Develops feasibility studies, business cases and other analytical studies.
• Provides advice on the strategic and tactical application of information technology.
• Define requirements for application implementation/software development.
• Develops, designs, maintains and documents complex applications supporting key business activities.
• A diploma in computer systems technology or computer engineering technology from a recognized technical institute, or a related university degree in computing science or engineering.
• Understands and is able to create, develop, and implement effective QA procedures and processes.
• Ensures the quality and stability of systems throughout projects.
• Creates system integration and/or user accepting testing scenarios, data setup, and scripts.
• Leads the execution of test scripts.
• Documents results of the testing, providing summary reporting for presentation to business stakeholders.
• Liaises with project manager to ensure delivery of a high-quality product is compatible with the project timelines.
