The Vendor is required to provide strategic IT resourcing and managed services roles to grow and complement the existing skills, capacity, and capabilities of our internal digital services team.
- Provide to achieve a multi-sourced resourcing environment that provides flexibility, resilience, and access to specialized expertise.
- The Digital Services team is balancing three major streams of work in parallel:
• Supporting and maintaining legacy systems.
• Onboarding and stabilizing new platforms.
• Developing capabilities for future initiatives.
- Provision of Managed Services Roles
• Supply resources across a breadth of technical, operational, functional, adoption, and advisory roles.
• Demonstrate ability to flex capacity up or down as business needs evolve across junior, intermediate, and senior levels.
• Provide cross-skilled resources where feasible to maximize value and reduce reliance on single-role specialists.
- Service Delivery and Reporting
• Deliver services in alignment with agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
- Innovation and Continuous Improvement
• Propose and implement continuous improvement initiatives that enhance service efficiency, quality, or client/employee experience.
- Knowledge Transfer and Capability Uplift
• Develop and execute a knowledge capture plan, using agency systems, to ensure agency retains critical expertise to minimize key-person dependency.
• Recommend documentation, training sessions, and skill uplift activities for agency staff as part of standard delivery.
• Ensure knowledge transfer is embedded into onboarding and off boarding of vendor resources.
- Collaboration and Governance
• Actively participate in agency multi-sourced governance model, including joint planning, reporting, and issue resolution.
• Contribute to quarterly governance reviews, including presentation of lessons learned, risks, and opportunities for improvement.
- Documentation and Technical Writing
• Review and refine existing documentation across various areas within Digital Services.
• Provide support in authoring technical documentation, including policies and standards.
- Foundational/Commodity Roles (Service Desk, DBA, Server Admin, End User Support, Application Support, Coordinators, etc.)
- Common Information Technology Service Roles (Salesforce (Financial Services Insurance), SAP Finance, nCino (Lending), Microsoft Fabric, PowerBuilder, Automation/RPA, Cybersecurity, Integration, etc.)
- Value added services include training, transition support, and future digital innovation services that are optional but desirable.
- Services may include:
1. Strategic Consultation and Role Definition
• Successful vendors will collaborate with IT leaders to understand the organizational context, define the role and/or service, and develop an outline of what is required and/or candidate profile.
• This includes identifying key competencies, and cultural fit considerations.
2. Customized Staff Augmentation and Managed Services Strategy
• Development successful vendors will design and implement a strategy for each assignment.
• This includes identifying appropriate sourcing channels, timelines, and engagement tactics based on the complexity of the requirements.
3. Talent Pipeline
• The successful MSP(s) should develop a talent pipeline aligned with agency current and future needs.
• This is to ensure timely and high-quality delivery of services.
• This could include keeping a pool of pre-qualified professionals ready to deploy as service requirements evolve, succession planning and possibly scalability if again requirements changes.
4. Equity, Diversity, and Inclusion (EDI) and Human Rights Compliance
• The successful vendor(s) is expected to demonstrate an understanding of and commitment to EDI principles, code of ethics, or other related jurisdictions, as well as compliance with applicable human rights legislation, including but not limited to act.
• The vendor should include their ethics policy in their response.
5. Candidate Sourcing, Screening, and Shortlisting
• The successful MSP(s) will manage the end-to-end candidate identification process, including resume screening, preliminary interviews, and the preparation of a qualified shortlist.
• Candidate summaries should include assessments of fit, strengths, and potential risks.
6. Interview Coordination and Advisory Support
• If required, the successful vendor(s) will assist in coordinating interviews.
• They may also provide tools such as scoring rubrics or interview guides to support consistent evaluation.
7. Reference and Background Checks
• The Successful MSP(S) Will conduct comprehensive reference checks and background verifications, including employment history, education, and reputational assessments, to ensure the integrity and suitability of final candidates.
