The Vendor is required to provide to implement and operate a mobile parking payment application for its downtown paid parking program.
- Responsible for providing a comprehensive, user-friendly, and secure mobile platform that enhances customer convenience, improves operational efficiency, and complements the city's existing parking infrastructure.
- Deploy a mobile application that enables users to remotely initiate, extend, and pay for metered parking sessions via smartphones, tablets, or web platforms.
- Seamlessly integrate the mobile application with county and enforcement systems, ensuring real-time synchronization and license plate recognition compatibility.
- Offer intuitive interfaces and accessible tools for residents, visitors, and businesses, including account-based and guest payment options, digital receipts, parking reminders, and multilingual functionality.
- Provide data reporting and analytics features to support city staff in monitoring program effectiveness, policy compliance, and revenue trends.
- Ensure payment card industry (PCI) compliance, encryption of sensitive data, and adherence to all applicable privacy and security regulations.
- Deliver a solution that requires no capital expenditure from the city and is instead funded through reasonable transaction fees paid by end users.
- Support the city’s economic vitality by offering features such as merchant validation programs, promotional codes, and scalable options for curbside management, special event parking, and electric vehicle integration.
- Execute a phased implementation plan with clear milestones and continuous coordination with city staff for a successful system launch and long-term sustainability.
- Provide a turnkey mobile parking payment solution that includes:
• A mobile application for iOS and android platforms, a web-based portal, and an optional interactive voice response (IVR) system.
• Seamless integration with the city’s current and future enforcement systems, including automated license plate readers (ALPR)-based technologies.
• Zone creation, time-of-day pricing adjustments, and real-time management of parking policies, rates, and inventory.
• Remote initiation, extension, and termination of parking sessions with GPS and zone code input.
• Real-time transaction validation and enforcement application programming interface (API) for license plate-based enforcement.
• Secure processing of credit card, debit card, digital wallet, and other emerging forms of mobile payment.
• Guest checkout, user accounts, payment history access, and multi-vehicle profile management.
• Advanced reporting tools with dashboards showing revenue, transactions, usage trends, and compliance metrics.
• Multilingual and Americans with disabilities act (ADA)-compliant user interface and communications.
• Customizable features such as coupon code redemption, merchant validation, event parking rates, and alert notifications.
• Optional curb space management tools to identify available parking or support reservations and loading zones.
• Software hosting in a cloud-based environment with redundancy, uptime guarantees, and secure backups.
