The Vendor is required to provide consulting partner to lead the update to the integrated growth management strategy (IGMS), previously completed in 2013.
- The IGMS will create a rationalized roadmap for future infrastructure and other community investments by consolidating the findings, recommendations and interdependences of the city’s various functional master plans (e.g., transportation master plan, recreation and culture master plan, parks master plan) and approved statutory land use plans (e.g., areas structure plans, area redevelopment plans), analyzing them within the context of:
• The municipal development plan.
• Natural and human-made landscape constraints.
• Population, employment and market conditions. - The IGMS will build a 25-year investment roadmap, while considering a 100-year time horizon for population, employment and development growth.
- Services include:
• Land, population and market assessments.
• Definition of growth scenarios and timeframes for growth modeling.
• Targeted stakeholder engagement with institutional, community, indigenous and regional partners.
• Identification and consolidation of needs for existing and future infrastructure (e.g., water, wastewater, stormwater, transportation, electrical etc.) and community investments (e.g., fire/ems, police, recreation, culture, public operations and parks etc.), based on approved functional plans and growth projections.
• Development of orders of magnitude costing for growth scenarios.
• Identification of logical growth patterns for city and developed lands, including sequencing of future statutory and non-statutory land use plans.
• Additional detailed analysis of up to 5 “special planning areas.”
• Development of a “highest and best use” framework based on the policies and vision of the MDP and other relevant plans, policies and strategies, to be used as a decision support tool to aid in the implementation of the IGMS and the evaluation of future emergent projects.
• Consolidated 25-year investment roadmap.
