The Vendor is required to provide to understand format, clearly illustrating the outcomes of the assessment process and stakeholder engagement through text, charts, and graphs over a 10-year planning horizon.
- A compilation of community population demographic profiles and trends for the City available from census data and other public sources.
- Household profiles and economic characteristics including incidence of housing need among socio-economic groups; and specialized populations.
- Collection and reporting of local contextual non-confidential data from consultation processes.
- An analysis of affordability of housing in the local market including current housing supply (housing types, number of bedrooms housing cost), household formation and demand suppression, housing gaps, and suitability.
- Local labor market and regional economic conditions impacting housing supply and demand.
- Core Housing Need and income categories in comparison to shelter costs.
- An estimation of groups excluded from publicly available data sources including but not limited to students, unsheltered individuals, persons living in congregate and supportive housing and temporary foreign workers.
- Projected housing needs over the next 10 years, considering migration trends, anticipated population growth, projections for household headship rates for both family and non-family households, and housing demand by income categories.
- Lost opportunity costs identifying the financial impacts related to the loss of specific demographic groups and ages relocating to other regional communities. Identification of primary factors impacting this trend.
- Anticipated needs for new housing supply impacted by population growth, immigration, natural increase, and aging.
- The Housing Affordability Strategic Plan shall provide recommendations:
• Establish housing development targets related to type and price point of housing for ownership and rental housing forms across the 10-year planning horizon. Categorize targets based on tenure, housing form, number of bedrooms, and recommended affordability ranges.
• Identify methods to achieve development targets to address specific needs (such as aging in place, Indigenous community housing, housing for racialized groups, housing accommodating persons with disabilities, housing with supportive services for health and/or substance dependency and homelessness).
• Recommend opportunities to attract new residents to the City through market housing forms and price ranges, aligning with approaches to develop more housing more quickly.
• Identify financial incentives, tools, approaches or funding mechanisms that could be used to assist the development industry and the not for profit sector to build more homes faster.
• Identify opportunities for new housing development models supporting housing affordability for market, non-market, supportive, and transitional housing.
• Recommend housing principles and policies supporting non-market and market housing development.
• Identify additional policy levers other than new supply such as rental assistance, housing renewal programs, property tax and/or utility relief programs that would support housing affordability.
• Recommend measures to retain affordability and resilience of existing rental housing stock through housing maintenance programs or incentives.
• Recommend actions to increase the supply of deeply affordable housing for low and moderate-income households including limitations impacting the ability to achieve this.
• Identify best practice methods for partnerships benefitting the City and other regional partners involving economic development initiatives, regional transportation, and infrastructure planning.
• Identify roles and responsibilities of other levels of government, the not-for-profit housing sector, for-profit housing developers and the public within strategy implementation actions, including limitations and constraints.
• Identify implementation program mechanisms to evaluate progress and track outcomes.
