The vendor is required to provide the communications and engagement strategy guided by the design and implement following objectives:
• Develop a comprehensive community engagement strategy that effectively communicates the details of specific housing accelerator fund initiatives.
• Design and implement innovative, inclusive, and accessible engagement methods to gather meaningful input from diverse community members, particularly those traditionally underrepresented in planning processes.
• Create clear, compelling, and accessible communications materials that explain complex housing concepts to the general public.
• Build community awareness and support for housing initiatives through strategic messaging and relationship building with key stakeholders.
• Provide the town with actionable insights from community engagement to inform implementation of housing accelerator fund initiatives.

1. Community engagement strategy development
• Develop a comprehensive engagement strategy that outlines key messages, target audiences, engagement methods, and timelines.
• Identify and develop strategies to reach diverse stakeholders, with specific attention to traditionally underrepresented groups.
• Create a detailed work plan with timelines for implementation of all engagement activities.
2. Community engagement implementation
• design, coordinate, and facilitate a variety of public engagement activities, which may include, but are not limited to:
o Public information sessions and open houses
o Focus groups and stakeholder interviews
o Online surveys and digital engagement tools
o Pop-up events in community spaces
o Targeted outreach to specific stakeholder groups
▪ Provide all necessary materials and equipment for engagement events.
• Record, document, and analyze public input.
• Provide regular progress reports on engagement activities and findings.
3. Communications materials development
• Develop clear, compelling, and accessible communications materials to explain housing accelerator fund initiatives, including but not limited to:
o Informational brochures and fact sheets
o Presentation materials
o Website content
o Social media content
o Media releases and backgrounders
• Ensure all materials are accessible to diverse audiences and available in multiple formats as appropriate.
• Collaborate with town staff to ensure consistency with existing town branding and communications standards.
4. Provisional services
• The primary scope of work for this procurement, the proponent may be invited to provide additional provisional services, for which the proponent shall quote an hourly service provision rate.
• The timeframe for provisional services extends to December 31, 2026, under this request for proposal. these provisional services may or may not be required.
