The vendor is required to provide strategic consulting services for the stepwise implementation of an advanced distribution management system (ADMS) and distributed energy resource management system (DERMS).
- Roadmap services
• The roadmap report shall set out a clear implementation plan (i.e. current-to-future state), including but not limited to technical considerations (i.e. system architecture, integration dependencies, scalability, data management, and cybersecurity), agency business objectives (i.e. platform harmonization, grid automation and optimization, improved reliability, and decarbonization), and organizational needs (i.e. budget, timelines, risk assessment, personnel, training and upskilling, and change management), while demonstrating forethought in the context of state energy sector.
- ADMS
• This effort shall coordinate with roadmap activities to capitalize on information gathered during stakeholder interviews and requirements gathering sessions.
• The contractor shall draw from project goals clearly defined by the roadmap to agency functional, technical, and integration requirements with industry best practices in mind.
• It is anticipated that the contractor will conduct thorough market research, coordinate a series of vendor demonstrations to refine agency requirements, and leverage industry experience to incorporate any preferences and contractual conditions into the RFP.
- Vendor evaluation and selection
• It is anticipated that the contractor will shortlist ADMS vendor proposals based on established scoring categories, as well as conduct sandbox demonstrations with agency stakeholders using agency data (e.g., GIS and Scada).
