The Vendor is required to provide to design and facilitate the development of a new 2026–2030 strategic plan, the cascading corporate business plan and enterprise operational Plan.
- A comprehensive planning process that engages the council, administration, and stakeholders to articulate strategic priorities and translate them into actionable, measurable outcomes.
- Engagement and Environmental Scan
• Design and facilitate internal and external engagement sessions (e.g., council, leadership team, staff council committees).
• Conduct a scan of strategic drivers, trends, and local needs.
• Summarize findings to inform plan development.
- Strategic Plan Development (2026-2030)
• Facilitate strategic planning workshops with council and administration.
• Draft a new strategic plan including values, goals, strategies, and success measures
• Validate through review and feedback process.
- Corporate Business Plan Development
• Work with administration to translate strategic priorities into a corporate business plan framework.
• Engage staff to identify key initiatives, actions, timelines, and leads.
• Draft the 2026-2030 corporate business plan aligned to the strategic Plan.
- Enterprise Operational Plan Development
• Partner with administration to develop the 2026–2030 enterprise operational plan, ensuring it functions as the primary implementation tool that translates the strategic and corporate business plans into actionable initiatives.
• Translate strategic and corporate priorities into department-level initiatives, performance measures, and resource requirements.
• Establish accountability frameworks by identifying lead departments, timelines, and deliverables.
• Produce the 2026-2030 enterprise operational plan in a format this is practical, actionable, and adaptable for future updates.
- Finalization and Presentation
• Refine all plans using administrative input to ensure alignment and deliverability.
• Present the finalized strategic plan to council for endorsement.
• Finalize the corporate business plan and enterprise operational plan with administration.
• Provide final formatted versions of all plans in both print and digital formats.
• Deliver a staff orientation session to support organizational understanding and implementation.
• Develop a communications plan targeting community groups, committees, and strategic partners (e.g., RCMP) to strengthen awareness of council’s strategic priorities.
