The vendor is required to provide proven photogrammetric and data collection services to methods and technologies, including digital frame or line-scanning capture, or any other proven technology.
- State plane – state south central zone and central zone, using two (2) separate sets of world files.
- Geographic coordinate system (wgs84) along with associated world files.
- Coordinate data should be collected separately for counties/areas that are in separate state plane zones (i.e. central zone vs. south central zone - state plane zones).
- Collection in nad83 and include world files for nad83.
- Digital format.
- Winter leaf-off season, prior to onset of spring vegetation, typically beginning of January (preferably after first hard freeze) through late February when deciduous trees are barren.
- Time of day: sun angle not less than thirty (30) degrees above horizon.
- Six (6) inch pixel resolution ground sample distance (GSD): must meet or exceed ASPRS standard mapping and GIS work for digital orth photos. RMSEx and RMSEy of all points will be less than or equal to one (1) foot.
- Three (3) inch pixel resolution ground sample distance (GSD): must meet or exceed ASPRS standard mapping and GIS work for digital orth photos. RMSEx and RMSEy of all points will be less than or equal to six (6) inches.
- Deciduous trees must be leaf-off.
- No haze, fog, dust, smoke, snow, floodwaters, or other interference with ground visibility.
- Waterbodies must be within their normal banks.
- No objectionable shadows caused by relief, buildings, or low (<30°) solar altitude.
- Provider shall describe alternate collection methodologies and/or mitigation plan should atmospheric / - Flying conditions persist negatively throughout the flying season.
- Must conform to the federal geographic data committee (FGDC) content standard for digital geospatial metadata (fgdc-std-001-1998) and include:
• Identification information
• Data quality information
• Spatial data organization information
• Spatial reference information
• Entity and attribute information
• Distribution information
• Platform and mission information
• Date of image capture
• Instrument information
- Six (6) inch and three (3) inch resolution (Urban)
- Six (6)-inch and three (3)-inch true color and color-infrared 4-band (32 bit).
- There should not be any variation in spectral characteristics among pixels of identical features throughout the delivered product.
- Color enhancements (brightness, hue, etc.) to be agreed upon by agency and its members via sample pilot product that is provided by the contractor.
- Raw or initial true color and color-infrared imagery (CIR) sample datasets will be provided to agency before the first set of finalized data is provided.
- Contractor will be required to provide a minimum of five (5) digital ortho photo sample areas (4 tiles each) of 4-band RGB-CIR, at leaf off conditions; these sample areas must be dispersed throughout the region and covering different types of land use and infrastructure densities to include urban, suburban, rural, industrial, commercial, ag lands, forest lands, water bodies, wetlands, coastal, etc.
- Five (5) sample areas of digital ortho photos must be provided in tiff and MrSID formats.
- No data value for background pixels are preferred.
- clear and sharp in detail; RGB must be true color; free of light streaks, static marks, void/null pixels, or other noticeable blemishes.
- No linear feature offsets or (dem/terrain) smears.
- Less than 5% cloud shadow on any single photograph/image or tile.
- No defects such as out-of-focus images.
- No visible inconsistencies in hue, tone, or density between adjacent orthos, flight lines, or across seam lines.
- Must be radio metrically and geometrically corrected to enable adjacent files to be displayed simultaneously without obvious distinctions between them.
- Side lap should be at an average of 30% over the entire flight line.
- Forward overlap between frames should be at 60% or greater.
- Building lean must be reduced to a minimum in urban district areas by utilizing 80% side lap and other related techniques and methods.
- CIR criteria:
• High pixel definition
• Band details in metadata
• Pixel value should be the same for individual colors throughout the delivered product
• Image quality requirements should be inferred and applied from red/green/blue requirements
- Must be in standard tiff file format, or other format approved, in writing, by agency; must not be a compressed tiff.
- Compressed data: MrSID (multi-resolution seamless image database) with associated world files; georeferencing information must not be embedded into the header of the MrSID image file; all georeferencing information shall be contained in the separate, but associated world file.
- System auxiliary (.aux and .xml) files must be provided for all imagery file format types.
- Must be in standard tiff file format, or other format approved, in writing, by agency; must not be a compressed tiff.
