The Vendor is required to provide a comprehensive traffic, parking, and pedestrian study in and around school.
- Provide to analyze current school arrival and dismissal procedures, traffic patterns, parking availability, and pedestrian safety and propose actionable recommendations to improve conditions for students, staff, and the surrounding community.
- Provide to collaborate on a solution that will enhance traffic flow, optimize parking availability, and ensure safe pedestrian access.
- Study include:
• Traffic analysis: assess current traffic patterns, identify congestion points, and recommend improvements.
• Parking assessment: evaluate current parking capacity and utilization, including on street and off-street options, and determine needs based on projected school and community growth.
• Arrival and dismissal procedures: evaluate the current procedures for student arrival and dismissal and recommend any improvements.
• Pedestrian safety: identify and recommend improvements for pedestrian crossings, sidewalks, and routes to ensure safe access for students and community members.
• Community impact: evaluate how traffic and parking changes may impact the surrounding neighborhoods and suggest ways to mitigate any adverse effects.
- Data collection and analysis
• Conduct an on-site assessment of traffic, parking, and pedestrian patterns during peak hours, including arrival and dismissal times.
• Use video or sensor-based monitoring to document traffic flow and congestion points.
• Interview stakeholders, including school officials, local traffic enforcement, and community representatives including but not limited to the owners of the rye ridge shopping center.
• Evaluate recent vehicular and pedestrian accidents that have occurred in the study area in the past five (5) years.
- Traffic flow analysis
• Develop simulations to assess current traffic flow and identify specific bottlenecks.
• Propose adjustments, including changes in traffic signal timing, lane usage, and signage.
- Parking study
• Evaluate current on-site and off-street parking availability and capacity for staff, students, visitors, and area residents.
• Assess the potential for additional parking spaces or alternative parking solutions, such as shared parking with nearby facilities.
• Evaluate the informal and unauthorized use of the rye ridge shopping center parking lot for school pickup and drop-off for the county school.
- Pedestrian safety analysis
• Assess pedestrian crossings, sidewalks, and access points for compliance with ADA standards.
• Evaluate the impact of students crossing street to patronize the rye ridge shopping center.
• Identify areas of improvement in lighting, signage, and crosswalks.
• Evaluate the adequacy of the current placement of school crossing guards.
• Evaluate the timing of traffic control devices at street and avenue and street and avenue.
• The ridge street and bowman avenue traffic signal utilizes a single-camera county system that can gather and interpret traffic data to enable real-time monitoring and visual assessment and helps traffic engineers adjust signal timing and traffic flow strategies.
- Recommendations
• Provide actionable physical and/or operational recommendations based on the findings, prioritizing high-impact, cost-effective solutions.
• Include high-level estimated costs for each improvement.
• Provide both traditional and non-traditional solutions to making operational adjustments, calming traffic, and creating opportunities for safer pedestrian flow.
• Propose a phased approach for implementation, if appropriate.
