Rate Study Services

The vendor is required to provide for a rate study that includes without limitation:
• A base cost analysis.
• Cost allocations and cost of service analysis.
• Recommendations of utility rates that are fair and practical based on a cost-of-service approach.
• Rate design report with recommendation (not limited to):
o Alternatives that incentivize lower system peak demand.
o Time of day pricing and numbers of hours in on-peak period.
o Options encouraging energy efficiency and making use of agency smart grid technology platform.
o Electric vehicle rates.
o Lighting rates.
o Solar rates.
o Rates for datacenters and large load customers.
o Cost of service model.
o Evaluation of current residential demand pricing structure.
• Evaluation of phasing in rate increases based on future capital and generation requirements.
