The Vendor is required to provide for a comprehensive study and strategic plan.
- Current operation, staffing models, efficient cost-effective service delivery, apparatus inventory, replacement options, funding mechanisms, and future needs to enhance emergency response capabilities and maintain a high level of service to the community.
- Engage the community and collect both internal and external stakeholder input including labor, management, volunteers, career staff, and citizens as part of the planning process.
- Input from the volunteer companies will require visits to their stations at regularly scheduled meetings.
- Dates are available from the fire-rescue chief.
- Measure our fire and rescue department’s ability to respond to the community’s risk and demands for service and make recommendations for various fire and ems responses to provide effective service delivery.
- Develop recommendations to ensure a workforce that is well-educated and appropriately credentialed to provide emergency medical services.
- Suggest strategic initiatives over five (5) and ten (10) year timeframes.
- Review existing emergency medical services (ems) system and how it relates to the vision of the ems agenda 2050 established recommendations for consideration to achieve the guiding principles of the vision.
- Review existing plans and other relevant documents and establish realistic strategic initiatives for the future.
- Conduct an analysis to determine the most strategically advantageous station locations for optimal countywide service coverage and provide recommendations regarding potential service centralization or the continuation of best existing practices.
- Recommend a staffing framework to ensure the most effective and efficient delivery of services.
- Perform a gap analysis, comparing the as-is state of the department to industry best practices and standards.
- Review the current apparatus purchasing process and make recommendations for replacement of future apparatus and equipment.
- Evaluate and make recommendations for the training division to include the facilities, staffing, equipment, and needed equipment to meet accreditation, regulatory requirements, and the needs of our county.
- Evaluate current emergency management functions, recommend options for improvement.
- Provide a phase schedule of completion on recommendations based on priorities.
