The Vendor is required to provide to conduct a comprehensive salary and compensation study.
- Evaluate current pay structures, benchmark against comparable municipalities, and ensure internal equity and external competitiveness across all job classifications.
- Objectives
• Assess the City’s current compensation structure for all full-time and part-time positions
• Identify market competitiveness by comparing salaries and benefits with peer cities and public sector organizations
• Evaluate internal equity across departments and job families
• Recommend adjustments to pay ranges, classifications, and compensation policies
• Support long-term workforce planning and retention strategies.
- Data Collection & Review
• Review existing job descriptions, classifications, and pay grades
• Conduct interviews or surveys with department heads and HR staff
• Analyze current compensation policies and practices
- Market Analysis
• Identify and justify a list of comparable municipalities and agencies
• Collect and analyze salary and benefits data from peer organizations
• Evaluate total compensation including base pay, incentives, and fringe benefits
- Internal Equity Assessment
• Review pay relationships between positions within the City
• Identify compression issues, pay disparities, and classification inconsistencies
- Recommendations
• Propose updated salary ranges and classification adjustments
• Recommend implementation strategies (e.g., phased adjustments, budget impact)
• Provide tools or models for ongoing compensation management
- Reporting & Presentation
• Deliver a comprehensive final report with findings, analysis, and recommendations
• Present results to City leadership and/or Council as requested
• Provide editable data files and documentation for future use.
