The vendor required to provide employee survey include but are not limited to: measuring employee engagement, attitudes, and perceptions; gauging sense of belonging, employee wellness and recognition; gaining an overall understanding of current organizational health; and leveraging data to enhance decisions and improve well-being of staff.
- Citywide employee engagement survey
• Examine the city’s prior 2015, 2018, and 2022 survey questions, methodologies, and results.
• Discuss proposed methodology and potential challenges and issues surrounding prior city studies.
• Develop a mutually agreed-upon project management plan that clearly describes all phases of the project with schedule, milestones, responsibilities, and deliverables to achieve the outcomes of the project in a successful and timely manner.
• Develop a draft questionnaire for city’s review and make revisions as needed until all parties approve of the questionnaire.
• The survey design shall offer a high level of validity and be statistically sound.
• Provide multiple methods for participation to meet the needs of a diverse workforce (laptop, mobile device, etc.), particularly for those with limited computer access.
• Provide a secured survey link via email to invite employees with computer access to participate, ensure secure data storage, and comply with city's cyber security protocols.
• Collaborate with the city and provide a plan to ensure anonymity of individual respondent results, confidentiality and security of the surveys and survey data throughout the implementation, assessment, and delivery of results.
• Test the survey to ensure its integrity.
• Schedule and issue questionnaire.
• Protect access so that only those who receive invitations will be able to access the survey.
• Promote a high participation rate with an effective communication strategy.
• Proactively communicate throughout the study, via email and conference calls, to share weekly progress updates.
• Process, analyze, and compile survey results.
• Conduct validity checks, organize, record, and group any open-end responses, as appropriate.
• Prepare a thorough draft report on the findings, including a detailed question-by-question analysis, description of the methodology, an executive summary of key findings, conclusions and recommendations, and any relevant industry benchmark comparisons.
• A comprehensive set of graphs containing crosstabulations showing how the answers varied by subgroups of employees should be included.
• The ability to disaggregate data and provide the city with customizable reporting tools.
• Prepare a visual presentation of the results and present the results to city staff and representatives.
• Finalize the report based on the city’s review and comments on the draft version (within 30 calendar days of closing the survey).
• Provide post-survey support with consideration and interpretation of results, as well as support tools, templates, and resources to effectively act on engagement results.
• Advise city leadership regarding their roles in the research process, the language to be used when discussing the survey research with employees, and the recommended “do’s” and “don'ts” to help ensure that the validity of the survey responses.
- Employee onboarding and exit surveys
• Develop a process for conducting confidential onboarding surveys for all new hires 30 days after initial hire with a follow up 6 months after initial hire.
• Conduct exit surveys for all voluntary and involuntary separations within 30 days of separation.
• Collaborate with city to develop survey questions and adjust as needed based on organizational priorities, changes in environment, etc.
• Provide monthly reports to leadership staff.
• Provide the ability to track patterns and trends over several survey cycles.
• Provide analysis of survey data, make written recommendations to city leadership based on results, and meet quarterly to discuss results and potential revisions to survey approach.
• The ability to disaggregate data and provide the city with customizable reporting tools.
